Project Control Manager

About the Role

KBR Saudi Arabia is seeking a Project Control Manager for a full-time position in Riyadh. This role is integral to a major infrastructure program for a mixed-use development, which aims to be a global landmark. The Project Control Manager will report to the Project Controls Director and play a key role in maintaining and governing project control policies and systems.

Role Context and Objectives

The Project Control Manager is responsible for the pre and post-contract implementation governance of Project Controls policies, management plans, standards, procedures, and processes. This position supports reporting requirements and systems such as Aconex, Unifier, and P6, and involves regular reviews and updates of existing governance documents on a quarterly or annual basis. KBR provides PMO services, enterprise-level governance, assurance, integration, and performance oversight across all projects and programs within this development.

Key Responsibilities

• Onboard and train PMCs on program policies, processes, and associated project management information systems.
• Maintain and administer the PMC onboarding process, including welcome pack documents and the onboarding tracker.
• Implement and maintain the Project Controls governance structure, including RACI across all downstream levels.
• Review and update all Reporting Governance Documents, including management plans, manuals, guidelines, and templates.
• Develop and administer a comprehensive program meeting and reporting calendar for assigned Districts/Master Plans.
• Manage the PMIS-driven business intelligence (BI) reporting platform, including creating new BI dashboards and data entry registers.
• Compile data from PMCs for standardized weekly, monthly, and executive-level dashboards.
• Perform project-level performance reporting for schedule, cost, risk, procurement, OHSE, and change management.
• Ensure consistent data definitions, KPIs, and RAG criteria across all reports.
• Assist in preparing training material for PMCs on system usage and data population.
• Support the client's Project Controls Team for related PMIS and Data Warehouse requirements.
• Administer a process for tracking PMC performance against KPIs and produce monthly performance reports.
• Review and collate District/Master Plan programs to produce and maintain the Integrated Master Schedule (IMS).
• Establish and implement Project Controls Compliance Audit Requirements and conduct regular PMC audits.
• Prepare monthly Programme Status Reports, highlighting overall program, district, and individual project status and progress.
• Manage and update the Work Breakdown Structure (WBS) and maintain an updated mapping tracker between WBS, CBS, and SAP projects.
• Develop and implement a Value Engineering Management plan, process, and templates.
• Develop and maintain a standardized Cost Breakdown Structure (CBS) and a structured Work Package Identification framework.

Qualifications and Experience

• A minimum of 12 years of experience in project controls or a related field.
