QA/QC Department Manager

About the Role

Parsons is seeking a QA/QC Department Manager to join their team in Riyadh, Riyadh. This full-time position focuses on establishing quality vision, governance frameworks, and providing independent assurance. The role involves overseeing the effectiveness of quality systems and ensuring alignment with client, authority, and operator requirements through to final handover and close-out.

Key Responsibilities

• Set and maintain the Project Quality Strategy and Governance Framework, ensuring alignment with client requirements and ISO standards.
• Provide executive oversight of design quality, including effective design reviews, audit coverage, and stage-gate compliance.
• Oversee construction quality performance, verifying the effectiveness and risk-based nature of contractors’ quality systems, inspections, and corrective actions.
• Lead independent quality assurance activities, such as audits, compliance reviews, and readiness assessments at key project milestones.
• Approve and govern quality systems, workflows, and Key Performance Indicators (KPIs), including those within platforms like Aconex / PMIS quality modules.
• Provide senior-level quality advice and escalation to PMC leadership and the Client regarding critical risks and non-compliances.
• Ensure quality readiness for commissioning, handover, and close-out, including completeness of records and compliance with operator and authority requirements.
• Champion a strong quality culture and continuous improvement across all project participants.

Authority and Accountability

• Serve as the final PMC authority on quality governance and assurance decisions.
• Possess the authority to escalate or halt progression at stage gates if quality requirements are not met.
• Operate independently from construction pressures, reporting directly to the PMC Program Director.

Qualifications and Experience

• A minimum of 10 years of relevant experience is required for this position.
