Qhse Engineer

About the Role

Saudi Arabian Trading and Construction Company (SATCO) is seeking a QHSE Engineer to join our team in Riyadh. This full-time role focuses on providing central documentation, coordination, and administrative support for the Quality, Health, Safety, and Environment (QHSE) function across all ongoing projects. The position requires 5-10 years of experience and does not involve site-level operational or stop-work authority; it is a support function for the QHSE Head, QHSE Operations Manager, and Project QHSE Teams.

Key Responsibilities

• Act as the central point of contact for QHSE documentation across all projects, ensuring consistent version control, distribution, and traceability.
• Coordinate the flow of QHSE plans, procedures, records, and correspondence between Project QHSE Teams, the QHSE Operations Manager, the QHSE Head, and other departments.
• Maintain a master tracker of QHSE documentation status across the project portfolio and follow up on overdue or missing items.
• Support the Bid/Tendering and Business Development departments by compiling, tailoring, and issuing project-specific HSE, Quality, and Sustainability plans for bid submissions.
• Manage submissions on government and client portals for QHSE prequalification, questionnaires, and periodic QHSE statistics reporting.
• Compile the monthly QHSE coordination report, consolidating inputs and KPI data from all Project QHSE Teams.
• Support internal audits at Head Office, including scheduling, evidence-gathering, and coordination with auditees, under the supervision of the QHSE Head.
• Draft and maintain Safety and Quality procedures, work instructions, forms, and templates in line with ISO 9001/45001/14001 requirements and company standards.
• Administer QHSE documentation on Aconex or equivalent project documentation platforms, ensuring proper workflows are followed.
• Conduct Head Office HSE inspections and maintain HO-level HSE compliance records.
• Liaise and follow up with HSE suppliers, Fire & Life Safety (FLS) contractors, and training providers regarding orders, servicing, and bookings.

Qualifications and Experience

• A minimum of 5 to 10 years of relevant experience in a QHSE coordination or administrative support role.
• Demonstrated experience in managing QHSE documentation flow and maintaining accurate records.
• Familiarity with ISO 9001, ISO 45001, and ISO 14001 requirements.
• Experience with government and client prequalification/compliance portals is preferred.

Work Environment

The role primarily involves coordination, documentation, and administrative support, without direct operational or stop-work authority on project sites. Issues identified are escalated to the appropriate QHSE management.
