About the Role
Dussmann-Ajlan & Bros is seeking a QHSE Manager to join its team at the Headquarters in Riyadh, Saudi Arabia. This full-time position is central to ensuring all Quality, Health, Safety, and Environmental functions operate in full compliance with internal standards, client contractual agreements, and local regulations. The role requires a professional with 5-10 years of experience dedicated to upholding and improving QHSE performance within a dynamic environment.
Key Responsibilities and Oversight
- Monitor and ensure the timely compilation, review, and submission of all QHSE weekly and monthly reports.
- Advise Facility Managers, Supervisors, and on-site teams on closing out audit comments from client and second-party audits, driving towards 100% compliance.
- Monitor and direct QHSE activities to ensure all client QHSE-related Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) are met.
- Coordinate all Quality, Health, Safety, and Environment functions, providing technical support and ensuring adherence to local regulations and client contractual requirements.
- Assist with monitoring performance against agreed standards and implement actions to improve performance and achieve goals.
- Liaise with clients and suppliers when affected by quality issues.
- Lead the implementation of QHSE policies and practices, ensuring compliance with industry standards and quality certifications.
- Ensure the effective implementation of the Dussmann-Ajlan & Bros (DAB) and project-approved HSE Plan.
- Promote a culture of safety, quality, and environmental awareness across all operations.
Safety, Risk, and Incident Management
- Lead and conduct fire and other emergency drills and exercises in coordination with clients and local authorities, following approved emergency response plans.
- Monitor, establish, prepare, and review project-specific Job Hazard Analysis and Risk Registers, overseeing the implementation of control measures to mitigate or eliminate risks.
- Lead and conduct incident investigations, recommending robust corrective and preventive action plans, and reviewing policies and procedures as required.
- Carry out regular Weekly/Monthly QHSE inspections, advising managers and supervisors on practical and reasonably practicable controls.
- Discuss and produce reports with the Facilities Management (FM) team on the safe operation of technical equipment, including elevators, Building Maintenance Units (BMU), electrical doors, HV/LV systems, fire protection, fire alert and firefighting systems, HVAC systems, gas systems, access control systems, and storage and distribution systems.
- Investigate accidents, incidents, and near misses to prevent recurrence.
- Coordinate with relevant authorities for emergency response.
- Implement and monitor health and safety policies and procedures.
Quality and Environmental Performance
- Prepare environmental reports as required and identify opportunities for environmental improvement.
- Maintain systems to measure performance against agreed standards and conduct audits to assess and improve quality processes.
- Identify areas for improvement in QHSE processes and implement corrective and preventive actions.
- Monitor and report on the organization's environmental performance.
- Maintain detailed records of inspection findings and produce reports that suggest improvements.
- Undertake regular site inspections to ensure policies and procedures are being properly implemented.
- Ensure that all QHSE documentation is up-to-date and accessible for audits.
Training and Regulatory Compliance
- Monitor and ensure HSE external training in coordination with third parties, and ensure HSE Toolbox Talks, job-related briefings, and induction trainings are conducted for DAB staff and other contractors.
- Support, train, monitor, and mentor Safety Champions, First Aiders, and Fire Wardens in the performance of their duties.
- Prepare and submit reports to regulatory bodies as required.
- Extend support to the QHSE Manager and Procurement team in reviewing and assessing contractors' QHSE performance.
- Keep up to date with new legislation and maintain a working knowledge of all developments affecting the Facilities Management industry.
- Provide training to employees on QHSE matters and practices.
Required Qualifications
- 5-10 years of related experience in Quality, Health, Safety, and Environment management.
- Specific experience in Facilities Management is required.
- Awareness of ISO Standards is essential.
