About the Role

CTS Group is seeking a Senior Bidding & Procurement Manager SA to join their team in Riyadh, Saudi Arabia. This full-time role involves leading bid strategy and preparation, managing supplier and subcontractor sourcing, and ensuring procurement processes support project cost, quality, and schedule objectives. The successful candidate will work closely with commercial, engineering, and project teams to secure and deliver contracts.

Role Overview

The Senior Bidding & Procurement Manager will be responsible for driving the entire bid lifecycle and managing procurement activities. This position is critical in transforming opportunities into successful, deliverable contracts by ensuring competitive proposals and effective supply chain management. The role requires a strategic approach to both bidding and procurement within large-scale projects.

Key Responsibilities

• Lead the end-to-end bid process, including strategy, planning, preparation, and submission.
• Develop competitive and compliant proposals that align with client requirements.
• Drive supplier and subcontractor sourcing, prequalification, and evaluation processes.
• Lead negotiations on price, terms, and conditions to secure optimal value.
• Build and manage the procurement pipeline and foster strong supplier relationships.
• Coordinate cost inputs effectively with estimating, engineering, and project teams.
• Manage bid governance, approvals, risk reviews, and overall win strategy.
• Ensure procurement compliance with company policies and relevant regulatory requirements.

Qualifications and Experience

• A degree in Engineering, Quantity Surveying, Supply Chain, or a related field is required.
• Strong experience (5-10 years) in leading bids and procurement on large-scale construction or industrial projects.
• Demonstrated capability as a sharp negotiator and commercial strategist.
