Senior Commercial Manager (FIDIC)

About the Role

Parsons is seeking a Senior Commercial Manager to join their team in Riyadh. This full-time role involves supporting the FIDIC Engineer in administering commercial and contractual matters in accordance with applicable FIDIC Design and Build contracts. The position requires a minimum of 10 years of experience.

Key Responsibilities

• Administer and manage infrastructure contracts in accordance with FIDIC Conditions of Contract.
• Interpret and apply contractual requirements for measurement, valuation, payment, variations, extensions of time, claims, and commercial correspondence.
• Maintain detailed understanding of contract obligations, entitlements, risks, and commercial procedures.
• Review Contractor submissions for compliance with contractual and procedural requirements.
• Prepare and maintain commercial records, registers, trackers, and supporting documentation.
• Verify Contractor measurements, quantities, and applications for payment, undertaking independent measurement and valuation of completed works.
• Review Contractor applications for interim payment, verifying progress, quantities, and applicable adjustments.
• Administer the change control process, evaluating Contractor notices, quotations, and claims relating to changes and variations.
• Assist with the review and assessment of Contractor claims, including those related to variations, delay, disruption, and extensions of time.
• Prepare regular commercial reports covering contract value, commitments, forecasts, changes, payments, claims, and final cost projections.
• Ensure compliance with FIDIC requirements, Client procedures, delegated authorities, and internal commercial controls.

Required Qualifications and Experience

• Minimum of 15 years of relevant experience in quantity surveying and commercial management on major construction, civil engineering, or infrastructure projects.
• Demonstrable experience working under FIDIC Conditions of Contract.
• Previous experience supporting or working within a FIDIC Engineer, Engineer’s Representative, Employer’s Representative, or Client-side organization is advantageous.
• Experience in measurement, valuation, interim payment assessment, variations, claims, final accounts, and commercial reporting.
• Experience working in the Middle East, preferably Saudi Arabia, with knowledge of local construction practices and regulatory requirements.
• Professional membership is preferred.
• Strong written and spoken English. Arabic language skills are an advantage.
• Sound understanding of construction methods, contract pricing, Bills of Quantities, specifications, drawings, and project controls.
• Knowledge of contract administration, commercial risk management, and cost forecasting.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, within a team focused on infrastructure projects. The role involves working with project teams, clients, and contractors to ensure commercial and contractual compliance.
