The Opportunity: Senior HSE Manager

Parsons is seeking a Senior Health and Safety Manager to join its Logistics team. This role involves leading the planning, implementation, and oversight of Health, Safety, Security, and Environment (HSSE) strategies and operations across a complex program, ensuring compliance and consistency throughout the project lifecycle.

Key Responsibilities

• Lead the planning and initial site set-up, including the production of HSSE plans integrated with wider engineering and logistics plans for a city-wide approach.
• Develop standard operating procedures for the program's HSSE, ensuring operational consistency and adherence by the Quality Improvement Program (QIP).
• Coordinate HSSE efforts with other delivery partners (Jacobs and Mace), QIC, existing contractors, and future major contractors.
• Plan and implement HSSE strategies and approaches in accordance with approved HSSE plans.
• Lead the implementation and application of advanced HSSE principles, theories, and concepts, ensuring compliance and consistency across delivery teams.
• Contribute to the development of innovative HSSE principles and ideas, leading in the field.
• Address unusually complex HSSE problems, providing creative solutions in coordination with site and engineering leads.
• Facilitate partnerships with key stakeholders and organizations impacted by the program.
• Assign and track completion of work assignments for employees.
• Participate in the interviewing and selection of personnel as required.
• Maintain clear work standards and goals, provide training and development, conduct performance evaluations, and administer employee counseling and corrective actions.
• Prepare necessary reports related to HSSE performance and activities.
• Ensure strict adherence to all corporate, contractual, ethics, and safety standards, policies, and procedures.
• Perform other associated responsibilities as appropriate to the position.

Candidate Profile and Qualifications

The ideal candidate will bring 5-10 years of relevant experience and possess the following attributes and qualifications:

• Proven experience working within a complex construction environment.
• Ability to clearly deliver and follow through on work instructions within a complex stakeholder environment.
• Capability to operate effectively within a matrix organization, including dual reporting structures.
• Demonstrated ability to interact professionally and effectively with senior-level management.
• Experience working in Saudi Arabia is considered advantageous.

Work Setting and Collaboration

This role operates within a dynamic program, requiring extensive coordination with various internal teams and external delivery partners such as Jacobs and Mace, as well as QIC and other contractors. The Senior HSE Manager will be instrumental in fostering effective partnerships and ensuring consistent HSSE standards across all program facets.
