Senior IT Project Manager

About the Role

Norconsult Telematics is seeking a Senior IT Project Manager to lead the delivery of multiple complex IT projects in Riyadh. This full-time role involves aligning project outcomes with strategic goals, ensuring clear scope definition, effective planning, proactive risk management, and strong stakeholder coordination to deliver projects on time, within budget, and to agreed quality standards.

Key Responsibilities

• Define project scope, objectives, deliverables, and acceptance criteria in alignment with business priorities.
• Develop and maintain integrated project plans, schedules, and resource allocations across multiple teams and projects.
• Lead cross-functional teams, vendors, and external partners, ensuring accountability and effective coordination.
• Engage executive and operational stakeholders, maintaining structured communication throughout the project lifecycle.
• Identify and manage risks, issues, and dependencies, including those associated with IT and AI initiatives, and implement mitigation and contingency plans.
• Monitor project performance through dashboards and management tools, addressing deviations from agreed scope, schedule, and budget.
• Manage project budgets, financial controls, and scope changes to optimize costs while maintaining delivery quality.
• Ensure compliance with applicable regulatory requirements, cybersecurity standards, and governance frameworks.
• Act as the primary escalation point for project issues and coordinate timely resolution across internal teams, clients, and vendors.
• Lead project status meetings and provide senior management with reports covering progress, risks, financial performance, and required decisions.
• Coordinate with technical and operational teams to ensure architectural alignment, deployment readiness, and effective handover.
• Oversee quality assurance, validate deliverables, and obtain stakeholder acceptance against agreed requirements.
• Manage vendor performance and service-level agreements to ensure contractual compliance and value delivery.
• Conduct post-project reviews, capture lessons learned, and drive improvements in PMO governance and delivery processes.

Qualifications and Experience

• Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related discipline. A Master’s degree is preferred.
• 8–12 years of IT project management experience leading complex, multidisciplinary initiatives.
• Proven experience managing multiple high-priority projects simultaneously.
• Strong stakeholder management, vendor governance, and cross-functional leadership skills.
• Experience in project planning, budgeting, resource management, risk management, and performance reporting.
• Professional certification such as PMP, PMI-ACP, PRINCE2 Practitioner, or equivalent.
• Strong communication, negotiation, and executive reporting skills.
• Experience delivering AI, advanced technology, digital transformation, or software development projects.
• Experience in government or semi-government environments.
• ITIL or Agile/Scrum certification.
