About the Role
Parsons Corporation is seeking a Senior Project Director (Roads) to join their team in Riyadh. This full-time senior leadership position is within the Roads/Highways sector, focusing on the planning, management, and successful delivery of the Ring Road and associated civil and structural works. The role ensures all projects within the Ring Road scope are delivered on time, within budget, and to the highest safety and quality standards, aligning with the overall development vision.
Key Responsibilities
- Provide strategic direction for the Ring Road RCS Sector, ensuring alignment with development goals and program objectives.
- Translate strategic goals into clear project scopes, phasing plans, and performance targets for roads, civils, and structures.
- Drive continuous improvement and innovation in design, construction methodology, and lifecycle performance.
- Oversee the complete lifecycle of Ring Road projects, including planning, design, procurement, construction, commissioning, and handover.
- Ensure design and construction activities meet technical standards, regulatory requirements, and long-term operational needs.
- Coordinate the integration of various infrastructure components with other assets and sectors within the development.
- Lead multidisciplinary project teams, including engineering, planning, procurement, contracts, construction management, and quality/HSE specialists.
- Coordinate with internal departments and manage external partners, ensuring performance against contractual and technical obligations.
- Manage large-scale project budgets, including cost planning, monitoring, and forecasting, and oversee program development and schedule control.
- Lead contract strategy and negotiations, including packaging, tender evaluations, awards, variations, and claims management.
- Engage with governmental and regulatory bodies to secure necessary approvals, permits, and licenses.
- Establish and enforce robust quality assurance and quality control processes, ensuring adherence to HSE standards.
- Lead comprehensive risk identification, assessment, and mitigation for technical, schedule, commercial, and interface risks.
- Act as a key point of contact for Ring Road RCS projects with internal and external stakeholders, maintaining strong communication.
- Mentor, coach, and develop project management and engineering staff, fostering a high-performing team culture.
Qualifications and Experience
- Education: Bachelor’s degree in Civil Engineering or a closely related discipline. A Master’s degree in Engineering, Project Management, or a related field is preferred.
- Experience: Minimum of 20 years of experience in roads/highways or heavy civil infrastructure project management, with significant leadership responsibility.
- Track Record: Proven experience in delivering large-scale, complex infrastructure projects from inception through to completion, ideally within a client, developer, or major contractor environment.
- Domain Knowledge: Demonstrated experience in managing major road networks, interchanges, bridges, and associated civil and structural works. Strong understanding of international and local standards, permitting processes, and regulatory frameworks in infrastructure.
Required Skills
- Strong leadership and team management capabilities, with the ability to lead multi-disciplinary and multi-cultural teams.
- Excellent stakeholder engagement, communication, and negotiation skills, including managing consultants, contractors, and government agencies.
- Proficiency in project management tools, methodologies, and reporting practices (*, schedule management, cost control, risk management).
- Solid commercial acumen with experience in contract strategy, claims management, and value engineering.
- Strategic thinking and problem-solving skills, with the ability to balance long-term objectives and day-to-day execution.
- High level of integrity, resilience, and adaptability in a fast-paced, evolving project environment.
Work Environment
This is a full-time position based in Riyadh, Saudi Arabia, requiring leadership within a dynamic project environment focused on large-scale infrastructure development.
