The Opportunity: Senior Project Manager (Roads / Civils & Structures)

Parsons is seeking a Senior Project Manager (Roads / Civils & Structures) to join its team in Riyadh, Saudi Arabia. This full-time role involves managing the processes and interfaces between numerous projects and stakeholders, driving performance and continuous improvement across citywide construction packages. The position requires extensive experience in large-scale infrastructure development and a proven ability to lead multidisciplinary teams.

Key Responsibilities

  • Lead end-to-end management of citywide construction projects, from planning and mobilisation through execution, commissioning, and handover.
  • Develop and maintain integrated master programmes covering all project workstreams, milestones, constraints, and interfaces across the city.
  • Translate strategic objectives and city development plans into clear project scopes, deliverables, schedules, and resource plans.
  • Coordinate multiple project teams and construction packages, ensuring alignment of objectives, plans, and priorities.
  • Monitor progress across all projects, identify delays and bottlenecks, and implement recovery plans and mitigation measures.
  • Oversee detailed planning, including construction sequencing, traffic management, access, logistics, and phasing for citywide works.
  • Act as the primary point of contact for clients, city authorities, utilities, community representatives, and other external stakeholders.
  • Manage interfaces between multiple projects, developers, and public agencies to minimise disruption and ensure integrated delivery.
  • Communicate project/programme status, key issues, and decisions clearly to senior leadership, clients, and stakeholders.
  • Provide leadership and oversight to construction managers and site teams responsible for the delivery of individual projects.
  • Ensure construction works are executed in accordance with approved drawings, specifications, method statements, and contractual requirements.
  • Champion health, safety, and environmental (HSE) culture across all citywide projects, ensuring compliance with corporate and regulatory HSE standards.
  • Oversee project budgets and cost control across the citywide programme, tracking expenditures, forecasts, and cash flow.
  • Identify and manage programme-level risks, including schedule, cost, stakeholder, technical, and operational risks.
  • Establish and maintain governance frameworks for citywide construction management, including reporting cycles, KPIs, and review processes.
  • Ensure accurate documentation and records across projects (progress reports, meeting minutes, change logs, as-built records).

Qualifications and Experience

  • Approximately 15+ years of relevant experience in construction project management.
  • Significant experience delivering citywide or large multi-site projects and leading multidisciplinary teams.
  • Extensive experience managing large-scale construction projects and programmes, preferably citywide or multi-site infrastructure developments.
  • Strong understanding of construction methods and sequencing for roads, utilities, public realm, and urban infrastructure.
  • Proven ability to manage complex stakeholder environments, including clients, authorities, utilities, and community groups.
  • Strong programme and project management skills, including planning, scheduling, resource management, and risk management.
