Senior Proposal Engineer (Saudi Citizen)

About the Role

Khatib & Alami is seeking a Senior Proposal Engineer to join their team in Riyadh. This full-time role is for a Saudi Citizen and involves leading the development of technical and commercial supervision proposals for the Riyadh office. The Senior Proposal Engineer will work closely with the Manager - Business Development & Proposals to support tender participation decisions, coordinate prequalification requirements, and set proposal strategies to ensure competitiveness.

Key Responsibilities

The Senior Proposal Engineer will be responsible for developing technical and commercial proposals in a timely and cost-effective manner. This includes:

• Developing supervision proposal method statements, approaches, and scopes for Riyadh projects.
• Estimating project delivery costs and recommending man-hour rates for supervision proposals.
• Consolidating staff resumes, project reference lists, and qualifications for supervision proposals.
• Coordinating tender requirements such as bid bonds and performance bonds for both design and supervision tenders.
• Supporting design proposals teams by providing local market intelligence and facilitating local design proposal submission requirements.
• Ensuring all client requirements are fulfilled in technical and commercial proposals.
• Supporting the review, packaging, and submittal of both design and supervision proposals.
• Following up with clients on proposal status and assisting in client negotiations as needed.
• Handing over successful supervision proposal documents to project teams for project launch.

Financial and Operational Oversight

This role involves ensuring high quality and cost-effectiveness in all responsibilities. Key tasks include recommending supervision project price ranges, calculating direct project costs, and supporting coordination with the Geography Manager - Riyadh and Directors/Senior Managers - Supervision in validating direct costs, margins, and contingencies for supervision projects. The Senior Proposal Engineer will also support the Manager - Business Development & Proposals in identifying project and contract risks that may preclude participation in tenders.

Client and Internal Process Coordination

The role requires procuring design-related and supervision RFPs in Riyadh based on direction from the Manager - Business Development & Proposals. It also involves supporting the assembly and submittal of prequalification materials, coordinating with the Contracts Section to review contract terms of supervision proposals, and implementing corporate policies and procedures.

Qualifications and Experience

Candidates should possess 5-10 years of relevant experience. This position is open to Saudi Citizens.

Professional Development

The Senior Proposal Engineer will be expected to develop and maintain a pricing database by client within Riyadh for supervision projects and attend periodic training to further develop relevant skills.
