The Role of SH&E Director

The SH&E Director will provide strategic safety leadership and risk-based guidance to the Senior Leadership Team. This position supports informed decision-making and organizational safety objectives, with a strong emphasis on visible leadership, technology and innovation adoption, welfare standards, and supervisor competency. The role is integral to the safe, effective, and reliable transfer of program activities.

Key Responsibilities

• Provide strategic safety leadership and risk-based guidance to the Senior Leadership Team.
• Develop, implement, and maintain safety management processes that establish clear accountability across all organizational levels.
• Design and strengthen governance frameworks to improve cross-functional integration, enhance operational alignment, and address procedural and operational gaps.
• Lead Health, Safety, and Wellbeing across program delivery, focusing on visible leadership, technology adoption, welfare standards, and supervisor competency.
• Serve as a key member of the Senior Leadership Team, supporting the safe, effective, and reliable transfer of program activities.
• Strengthen foundational Health, Safety, and Wellbeing systems across multiple delivery partners through simplified, practical, and sustainable frameworks.
• Develop targeted safety interventions, deliver strategic risk insights, and advise senior leadership on safety performance, compliance, and continuous improvement.

Required Qualifications and Experience

• Bachelor's Degree or Diploma in Safety or a related field.
• A minimum of 20 years of progressive experience in HSE leadership, with a significant portion managing large-scale, multidisciplinary infrastructure projects.

Desired Skills

• Ability to liaise effectively with all levels of Project Management personnel.
• Experience in large-scale construction projects from early works through to commissioning and handover.

Work Environment

This position is based in Riyadh, Riyadh, Saudi Arabia, and is a full-time role within Parsons.
