About the Role

DAR AL OMRAN is seeking a Stakeholder Manager to join its Project Delivery / Design Management Department in Riyadh, Saudi Arabia. Reporting to the Director of Design, this full-time role is central to developing and executing stakeholder engagement strategies. The Stakeholder Manager will oversee all interactions with government authorities, municipalities, utility providers, and other external stakeholders to ensure timely approvals and permits throughout the project lifecycle, while maintaining regulatory compliance and minimizing approval risks.

Core Responsibilities

  • Develop and implement comprehensive stakeholder engagement strategies and plans (SMPs) for all projects.
  • Identify project stakeholders, assess their influence and requirements, and establish clear communication protocols.
  • Lead coordination efforts with relevant government entities, authorities, and utility providers to secure necessary approvals and permits.
  • Prepare project-specific Approval Strategies, Approvals Management Plans, and Authority Submission Schedules.
  • Coordinate the preparation and submission of all required authority documents, manage follow-ups on comments, and facilitate multidisciplinary design revisions.
  • Monitor approval progress against project schedules, escalate potential risks, and ensure accurate reporting to project teams and management.
  • Maintain and regularly update standardized management tools, including Stakeholder Registers, Communication Matrices, Approval Trackers, NOC Trackers, and Regulatory Compliance Trackers.
  • Review designs for authority compliance prior to submission and advise project teams on regulatory requirements throughout design development.
  • Provide strategic advice to clients on stakeholder and approvals strategies, present approval statuses, and recommend solutions to related issues.
  • Drive continuous improvement by developing company-wide stakeholder management procedures, standardizing approval workflows, and introducing digital tracking systems.

Key Coordination Entities

This role involves direct coordination with a wide range of entities, including but not limited to:

  • Municipalities (Amanat / Baladiyah), MOMRA, HR, Royal Commissions, National Housing Company (NHC), PIF entities, MODON, Special Economic Zones, Riyadh Development Authority, Civil Defense, and Transport authorities.
  • Utility and infrastructure providers such as National Water Company (NWC), Saudi Electricity Company (SEC), Itisalat, Irrigation authorities (SIO), and Gas service providers.

Required Qualifications and Experience

  • Minimum 8 years of experience in stakeholder management, authority coordination, approvals management, or regulatory affairs.
  • Experience must be gained within a multidisciplinary engineering consultancy, design consultancy, or major developer in Saudi Arabia.
  • Proven track record of managing approvals for large building and infrastructure developments.
  • Demonstrated experience coordinating multidisciplinary design teams.
  • Direct experience engaging with government entities and utility providers throughout Saudi Arabia.
  • A strong record of expediting approvals through effective planning, coordination, and relationship management, while ensuring full regulatory compliance.

Preferred Skills

  • Comprehensive knowledge of the Saudi Building Code.
  • Comprehensive knowledge of MOMRAH.

Work Type and Location

This is a full-time position based in Riyadh, Saudi Arabia.
