About the Role

Parsons Corporation is seeking an experienced Technical Design Manager to join its team in Riyadh, Riyadh. This full-time role involves developing, managing, and coordinating the design and technical delivery of design packages across multidisciplinary projects. The manager will ensure quality, compliance, and timely delivery in line with client expectations and project goals.

Key Responsibilities

• Manage and coordinate the execution of design deliverables across multiple projects.
• Oversee the preparation of designs and technical documentation, including drawings, reports, and tender packages.
• Support managers in developing and implementing resource plans.
• Review and approve discipline staffing budget estimates and staffing assignment schedules for each project.
• Maintain appropriate staffing levels, including temporary personnel as needed.
• Monitor the quality and progress of the discipline on each project, ensuring production requirements are met.
• Establish standards and procedures manuals for the discipline and recommend improvements to department procedures.
• Participate in recruiting, interviewing, and evaluating prospective employees; provide personnel development; conduct performance evaluations; counsel employees; and take corrective actions as required.
• Ensure new employees receive orientation on company policies and procedures.
• Ensure performance within overhead budgets authorized for the discipline.
• Actively participate in and promote the Quality Improvement Program.
• Participate in design reviews, value engineering workshops, and technical and safety coordination meetings.
• Ensure compliance of designs with applicable codes, standards, and client requirements.
• Monitor progress and performance of the design team against schedule, cost, and quality metrics.
• Collaborate with internal teams and external stakeholders to ensure integrated design solutions.
• Support the resolution of technical challenges during design development to ensure targets are met.
• Promote digital engineering workflows and quality assurance processes.
• Assist with internal knowledge sharing, mentoring, and development of standard policies and procedures.
• Attend all design meetings to actively contribute, propose effective design solutions, and validate the Minutes of Meetings.
• Present proposed solutions across all relevant disciplines to ensure alignment and integration.
• Facilitate clear and consistent communication with all Project Stakeholders to gather necessary information and ensure the implementation of robust technical solutions.

Qualifications and Experience

• A minimum of 10 years of experience in a relevant technical design management role.
• Demonstrated ability to manage and coordinate multidisciplinary design projects.
• Proficiency in overseeing the preparation of technical documentation and tender packages.
• Experience in resource planning, budget management, and performance monitoring within a design discipline.
• Strong understanding of applicable codes, standards, and client requirements for design compliance.
