The Role: Technical Manager - Codes & Specifications

ARX | Smart Minds is seeking a Technical Manager - Codes & Specifications for its site office in Riyadh. This full-time role requires a professional with over 10 years of experience who possesses the technical judgment to establish a consistent compliance framework across multidisciplinary programs. The ideal candidate will differentiate mandatory provisions from project preferences, clarify competing interpretations, and assist teams in resolving deviations with a sound technical basis. A precise approach to specification language and the confidence to challenge inconsistencies affecting safety, performance, or acceptance are essential.

Key Responsibilities

• Define the program's codes, standards, and specification framework, including the hierarchy of applicable requirements.
• Establish discipline specification templates and review procedures to maintain consistent terminology and technical provisions.
• Review and approve specifications across disciplines, ensuring alignment with design criteria, drawings, and client requirements.
• Assess compliance with Saudi Building Code, NFPA, and client security standards, identifying omissions or conflicting provisions.
• Lead the resolution of code interpretation queries with discipline specialists and relevant stakeholders.
• Manage proposed technical deviations, documenting justification, performance implications, and required approval routes.
• Maintain the technical standards register and assess the program impact of updates to applicable codes.
• Verify that specification requirements address product performance, testing, acceptance, and maintainability where relevant.
• Support design reviews and technical workshops, tracking specification and compliance comments to close-out.
• Report recurring compliance gaps and provide guidance to improve consistency across design packages.

Candidate Profile

• Over 10 years of experience in a relevant technical management role.
• Demonstrated technical judgment in establishing compliance frameworks.
• Ability to distinguish mandatory provisions from project preferences and resolve technical deviations.
• Proficiency in specification language and the confidence to challenge inconsistencies.
• Experience with Saudi Building Code, NFPA, and client security standards.
