About Parsons and the Role

Parsons Corporation is seeking a Utility / Infrastructure Engineer to join its team in Riyadh. This full-time position is integral to the successful delivery of infrastructure and utility systems across various projects, operating within an innovative culture that supports professional growth.

Role Overview

The Utility / Infrastructure Engineer will be responsible for the technical coordination, review, construction support, inspection, testing, and handover of all infrastructure and utility systems. This role ensures that all utility works are delivered in strict accordance with approved designs, project specifications, applicable codes and standards, authority requirements, and client expectations. The position requires close coordination with civil, structural, mechanical, electrical, survey, BIM, construction, quality, HSE, planning teams, contractors, utility authorities, and other project stakeholders.

Key Responsibilities

  • Provide technical engineering support and coordination for utility and infrastructure works across the project.
  • Review IFC drawings, specifications, design calculations, utility layouts, profiles, and technical documents.
  • Coordinate various utility networks, including potable water, irrigation, fire water, stormwater drainage, foul sewer, TSE, district cooling, fuel systems interfaces, electrical utilities, and ICT ducting.
  • Coordinate utility interfaces with roads, pavements, buildings, structures, airfield facilities, and existing infrastructure.
  • Verify that utility designs consider capacity, hydraulic requirements, constructability, maintainability, and future expansion.
  • Review contractor shop drawings, material submittals, method statements, and technical submissions for compliance.
  • Provide technical support to construction teams during utility installation activities and conduct site inspections to verify installation against approved drawings and specifications.
  • Monitor utility installation processes, including excavation, bedding, pipe laying, jointing, backfilling, chambers, manholes, protection, and reinstatement.
  • Coordinate with Survey Engineers regarding setting-out and as-built verification of utility levels, alignment, and gradients.
  • Review and witness utility testing activities, including pressure testing, leakage testing, flushing, disinfection, CCTV inspection, and flow testing.
  • Coordinate with relevant authorities and utility service providers for connections, inspections, approvals, and technical requirements.
  • Review and resolve RFIs, technical queries, design clarifications, and site engineering issues.
  • Identify utility conflicts, constructability issues, capacity constraints, and technical risks, recommending mitigation measures.
  • Support the preparation and review of Inspection & Test Plans (ITPs) for utility works and coordinate with Quality teams regarding inspections, testing, NCRs, and corrective actions.
  • Ensure appropriate protection of existing utilities during construction and support utility diversion and relocation works where required.
  • Participate in technical coordination meetings with contractors, consultants, authorities, and project stakeholders.
  • Review and verify as-built drawings, survey records, test certificates, commissioning records, O&M manuals, and handover documentation.
  • Ensure infrastructure and utility works comply with applicable Saudi Building Code, AWWA, ASTM, ASME, BS, EN, NFPA, utility authority standards, and project-specific requirements.
  • Provide technical guidance to junior engineers and site teams, and support continuous improvement initiatives.

Qualifications and Experience

  • Bachelor’s degree in Civil Engineering, Mechanical Engineering, Utilities Engineering, or a related discipline.
  • Minimum of 5 years of relevant experience in utilities, infrastructure, civil works, or major construction projects.
  • Proven experience in airport, infrastructure, roads, utilities, or large-scale development projects.
  • Good understanding of underground utility networks and infrastructure systems.
  • Experience in multidisciplinary coordination and utility interface management.
  • Experience working with contractors, consultants, authorities, and utility service providers.

Preferred Skills and Certifications

  • Professional Engineering certification.
  • PMP or equivalent project management training.
  • Relevant utility / infrastructure certifications.
  • AutoCAD Civil 3D / BIM / utility coordination training.
  • Relevant HSE certification.
