About the Cost Manager Role
Parsons Corporation is seeking an experienced Cost Manager to oversee the financial aspects of large-scale, complex infrastructure projects in Tabuk. This full-time position requires a strategic professional with over 10 years of experience to manage the entire cost lifecycle, from initial budgeting to final account settlement. The role demands integration of engineering principles with commercial expertise to ensure project profitability and financial clarity.
Key Responsibilities
- Lead the development of baseline budgets, including detailed cost estimates and life-cycle costing for major civil works and infrastructure.
- Implement and maintain cost control procedures to monitor commitments, expenditures, and forecasts, identifying budget variances and potential overruns.
- Assess the financial implications of design changes, site instructions, and variations, negotiating with contractors and stakeholders to achieve value for money.
- Utilize engineering knowledge to facilitate value engineering workshops, identifying cost-saving technical alternatives without compromising quality or safety.
- Integrate cost data with project schedules to conduct Earned Value Management (EVM) analysis, reporting on Cost Performance Index (CPI) and Schedule Performance Index (SPI).
- Prepare monthly commercial reports, cash flow forecasts, and executive-level financial dashboards.
- Manage the commercial aspects of various contract types, including progress payment valuations and claim assessments.
Qualifications and Experience
- Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related field.
- A minimum of 15 years of experience in cost management and project controls within the construction or engineering sectors.
- In-depth understanding of construction methods, materials, and technical specifications for heavy civil and infrastructure projects.
- Expert proficiency in cost management software (*, Prism, Ecosys, SAP) and advanced skills in Microsoft Excel.
- Demonstrated experience in procurement strategies, risk management, and commercial negotiation.
- MRICS (Member of the Royal Institution of Chartered Surveyors) or CCE/CCP (Certified Cost Professional) certification is highly preferred.
