About the Role

Saudi Pan Kingdom Company (SAPAC) is seeking a Cost Control Manager for Roads and Infrastructure projects in Riyadh, Saudi Arabia. This full-time position requires a professional with over 10 years of experience to oversee and manage project finances effectively.

Role Overview

The Cost Control Manager will be responsible for the planning, monitoring, and control of project costs for large-scale road and bridge construction projects. This role is critical in ensuring projects are delivered within approved budgets through the implementation of effective cost control systems, tracking expenditures, forecasting costs, and identifying financial risks and opportunities.

Key Responsibilities

• Develop and review conceptual and detailed estimates for infrastructure works.
• Conduct material and subcontract comparisons, negotiations, and selection processes.
• Contribute to the development of technical proposal deliverables.
• Prepare and review Top Sheets, indirect cost estimates, and risk and opportunity analyses.
• Lead and defend proposal presentations to senior management.
• Manage the post-award handover process.

Qualifications and Experience

• Bachelor's degree in Civil Engineering.
• A minimum of 20 years of overall experience, with at least 5 years in a senior estimator role.
• Proficiency with CESSM4 and engineering software such as Civil3D, Revit, and AutoCAD.
• Professional experience with the MS Office suite is mandatory.

Required Competencies

Candidates must possess strong cost awareness, a solid understanding of technical aspects related to infrastructure projects, and a clear comprehension of execution methodologies. The ability to effectively manage project finances and contribute to strategic decision-making is essential.
