NEOM Green Hydrogen Company (NGHC) is developing a large-scale green hydrogen and ammonia production facility in Oxagon, Tabuk, Saudi Arabia. Operating within NEOM, the company places safety at the core of its operations, particularly given the distinct hazards associated with green hydrogen and ammonia. NGHC is committed to developing, implementing, and maintaining a robust Process Safety Management System.

The Role of Process Safety Lead Engineer

The Process Safety Lead Engineer position is a full-time role within NGHC Operations, based in Neom, Oxagon, Tabuk, Saudi Arabia. This role is central to NGHC's safety culture, serving as the technical cornerstone for managing the high-pressure and extreme flammability hazards of green hydrogen and the toxicity hazards of green ammonia, alongside the plant's operational complexities. The ideal candidate will possess 5-10 years of relevant experience.

Key Responsibilities

  • Lead and provide process safety services throughout the design and construction phases of NGHC projects, ensuring compliance with legal requirements and industry safety standards.
  • Act as the Subject Matter Expert (SME) for hydrogen and ammonia safety chemistry, including embrittlement, cryogenic storage, and toxicity dispersion.
  • Develop and conduct company process safety standards, tools, programs, training programs, and work processes, identifying and implementing continuous improvement efforts.
  • Lead and/or participate in Process Hazard Reviews, Gas Dispersion Modelling, Hazardous Area Classification, process safety studies, and technical risk assessments.
  • Provide process safety consulting support and recommend optimal solutions to site teams for execution of process safety requirements and compliance with Company standards.
  • Assist in interpreting national and local process safety regulatory/code requirements for Saudi Arabia and provide guidance to the site team.
  • Lead and support Root Cause Analysis (RCA) investigations for process safety, applying Human Performance principles.
  • Lead, facilitate, and train staff on HAZOP, HAZID, LOPA, and Quantitative Risk Assessments (QRA).
  • Oversee advanced consequence modeling for fire, explosion, and toxic gas release scenarios.
  • Collaborate with control systems and instrument engineers to manage the Safety Instrumented Systems (SIS) lifecycle, ensuring Safety Integrity Levels (SILs) meet targets.
  • Conduct dangerous goods assessments and compliance checks to support permitting or licensing requirements.

Leadership and Technical Authority

The incumbent will lead all safety initiatives related to industrial processes for NGHC, facilitating the application of engineering principles for the design, construction, operation, and maintenance of the facility. This role functions as the Technical Authority for Technical Safety for both Project and Operations, establishing and maintaining technical safety standards, operating procedures, and systems. The Process Safety Lead Engineer will also own the Management of Change (MOC) for process safety and ensure seamless safety transitions.

Qualifications and Experience

  • Bachelor’s degree in Engineering with demonstrated experience in both Process Engineering and Process Safety Engineering.
  • A minimum of 5-10 years of experience in a related field.

Work Environment and Collaboration

This position involves managing contractors providing project, engineering, and construction services. The Process Safety Lead Engineer will work closely with NGHC's projects and Operations & Maintenance (O&M) teams, supporting interface activities between project contractors and NGHC to ensure all Process Safety deliverables are met. The role also functions as an industry liaison to best practices in process safety, participating in leading industry forums to keep NGHC at the forefront of safety practices.
