About the Role

Parsons Corporation is seeking a highly experienced Quantity Surveyor to join our team in the Tabuk region. This full-time position is responsible for the comprehensive commercial management of major construction and infrastructure projects. The role requires a strategic professional capable of managing complex contracts, substantial budgets, and ensuring cost certainty throughout the project lifecycle.

Key Responsibilities

  • Oversee all commercial aspects of construction projects to ensure adherence to budget and contractual obligations.
  • Manage FIDIC-based contracts (or similar), providing expert guidance on claims, variations, and dispute resolution.
  • Lead the preparation of cost estimates, budget forecasts, and monthly commercial reports, monitoring Key Performance Indicators (KPIs).
  • Manage the tendering process, including the preparation of Bills of Quantities (BoQ), tender evaluation, and recommendation reports.
  • Review and certify contractor progress applications, verifying accuracy against on-site work.
  • Evaluate, negotiate, and finalize variation orders and change requests to mitigate financial risk.
  • Identify potential commercial risks and develop mitigation strategies.

Qualifications and Experience

  • A minimum of 10 years of experience in Quantity Surveying.
  • Significant experience focused on large-scale infrastructure or heavy civil engineering projects.
  • Bachelor’s Degree in Quantity Surveying, Civil Engineering, or a related field from a recognized institution.

Desired Skills and Expertise

  • Expertise in the FIDIC suite of contracts.
  • Proficiency in industry-standard software such as CostOS, Candy, or Primavera.
  • Advanced Excel skills for complex data analysis.
  • Previous experience in Saudi Arabia or the Middle East, particularly on major developments, is preferred.

  • Strong negotiation and influencing abilities.
  • Excellent command of written and spoken English.
  • Ability to work effectively in remote or challenging environments within the Tabuk region.
