IT/Telecom Enterprise Architecture Senior Manager

About the Role

SNC-Lavalin Fayez Engineering is seeking an IT/Telecom Enterprise Architecture Senior Manager to join the Owner's IT and Telecom Infrastructure team. This full-time role involves overseeing the operation, maintenance, performance, and continuous improvement of mission-critical Data Center and Telecom systems for a large-scale project. The position requires strong technical expertise, leadership capabilities, and experience managing complex infrastructure operations within transportation or public infrastructure environments.

Key Responsibilities

• Lead and oversee the operation, maintenance, and lifecycle management of the Data Center and Telecom infrastructure, ensuring high availability, reliability, and operational excellence.
• Act as the Owner's representative for all IT and Telecom operational matters, ensuring compliance with contractual obligations, project requirements, and industry best practices.
• Manage, supervise, and provide technical direction to the IT and Telecom Operations & Maintenance (O&M) Contractor, ensuring services are delivered in accordance with agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
• Lead a multidisciplinary team of specialists, engineers, inspectors, and technical experts responsible for monitoring and auditing the performance of IT and Telecom assets and associated maintenance activities.
• Establish and implement performance management frameworks, monitoring tools, KPI dashboards, and reporting mechanisms to measure contractor effectiveness and system performance.
• Ensure proactive maintenance strategies are implemented to maximize system availability, minimize downtime, and improve asset reliability.
• Monitor and manage telecom systems, including fiber optic networks, communication infrastructure, WAN/LAN networks, wireless systems, CCTV, passenger information systems, and other operational technologies supporting public transport services.
• Oversee Data Center operations, including servers, storage systems, virtualization platforms, backup and disaster recovery solutions, and network infrastructure.
• Ensure compliance with all applicable cybersecurity regulations, standards, and policies within the Kingdom of Saudi Arabia, including risk management, vulnerability assessments, incident response, and security audits.
• Coordinate with internal stakeholders, contractors, consultants, and government authorities to ensure seamless operation and integration of IT and Telecom systems.
• Review and approve maintenance plans, technical reports, operational procedures, and asset management documentation.
• Identify operational risks and develop mitigation strategies to ensure business continuity and uninterrupted transport services.
• Support future technology upgrades, system enhancements, and digital transformation initiatives across the project.

Qualifications and Experience

• A minimum of 10 years of experience in IT/Telecom infrastructure operations and management.
• Demonstrated leadership capabilities in managing complex infrastructure operations.
• Experience within large-scale transportation or public infrastructure environments is required.
• Strong technical expertise in Data Center and Telecom systems.

Required Skills

• Proficiency in managing IT and Telecom infrastructure, including fiber optic networks, WAN/LAN, wireless systems, CCTV, and passenger information systems.
• Expertise in Data Center operations, including servers, storage, virtualization, backup, and disaster recovery.
• Knowledge of cybersecurity regulations, risk management, and incident response.
• Ability to establish and implement performance management frameworks and monitoring tools.
• Strong communication and coordination skills for engaging with stakeholders, contractors, and authorities.
