About the Role
The Zakat, Tax and Customs Authority is seeking an experienced Information Technology Governance Lead Expert to join their team in Riyadh. This full-time position requires a professional with 5-10 years of experience in IT governance and related fields. The role involves leading IT governance initiatives and ensuring alignment with institutional objectives.
Role Overview and Responsibilities
Jobholders at this level are responsible for leading business activities with minimal guidance to achieve long-term goals. This includes overseeing the implementation of operational plans and making significant improvements to policies, procedures, and standards. The role supports the implementation and development of IT governance practices and frameworks, ensuring IT strategies align with institutional objectives and adhere to relevant policies, standards, and controls. The Lead Expert will provide technical and regulatory advice on governance management, risk, compliance, and performance measurement, while monitoring the maturity of technology processes and ensuring output quality in line with international best practices such as COBIT, ITIL, and ISO 38500.
- Develop and implement an IT governance framework, including policies, standards, and guidelines.
- Review and update policies, processes, and regulatory frameworks periodically.
- Participate in the development of standards and procedures for IT governance and digitalization.
- Contribute to improving IT service quality by monitoring Service Level Agreements (SLAs).
- Analyze IT operations results to ensure alignment with governance and service quality requirements.
- Identify and assess risks related to technical systems and digitization.
- Follow up on risk mitigation plans.
- Support internal audits and evaluations of IT activities.
- Monitor governance compliance and service quality through KPIs and reporting.
- Advise on improving policies, frameworks, tools, and techniques for governance support.
- Monitor governance maturity and provide recommendations for improvement.
- Provide support for external regulator requirements.
IT Service Management and Operations
This involves conducting benchmarks, collecting user needs, and defining IT & Digitization services offerings. Collaboration with business users and IT functions is key to formulating the service catalogue. The role includes managing change requests, assessing their impact, and updating the service catalogue. Gathering business requirements and customer needs to develop an IT service portfolio is also a core function. Understanding IT & Digitization strategy, collecting performance data, and setting IT service KPIs are essential for meeting objectives. Monitoring the Service Level Management process, negotiating SLAs with internal and external stakeholders, and measuring adherence to KPIs are critical. Regular reporting on IT & Digitization services performance against KPIs will be generated and communicated.
In terms of organization and operations, the role requires adherence to relevant policies, processes, and standard operating procedures. Support will be provided for solving escalated problems and assisting junior teams. Complex problems will be escalated to the appropriate personnel to ensure proper resolution.
Team Collaboration and Development
The role includes training junior staff on job activities to ensure knowledge transfer. Clear direction will be provided, tasks prioritized, and responsibilities delegated and monitored. Support will be offered to junior staff or direct reports in executing their duties according to established policies and processes.
Qualifications and Experience
A Bachelor's degree in Computer Science, Information Technology, or an equivalent field is required. A Master's degree in Information Technology Management, Computer Science, Business Administration, or an equivalent is preferred. A minimum of 6 years of relevant experience is necessary for this position.
