Commissioning Leader I&C Telecom & Security System M/F

About the Role

SPIE Global Services Energy is seeking a Commissioning Leader for I&C Telecom & Security Systems. This contract position is based in Al Jubail, Eastern region. The primary responsibility of this role is to ensure that the contractor's pre-commissioning and commissioning preparation services comply with contractual and schedule obligations, as well as company specifications. The role also focuses on the safe and efficient execution of all commissioning activities, adhering to the OPERCOM® methodology and utilizing ICAPS© software.

Key Accountabilities

The Commissioning Leader supports the review and approval of the contractor's commissioning organization, deliverables, procedures, and planning to ensure a safe and efficient operational start-up. This involves developing pre-commissioning and commissioning activities in collaboration with the proponent department and actively participating in HSE initiatives. The role also includes managing systems and sub-systems definitions and overseeing the preparation and review of pre-commissioning and commissioning dossiers.

Responsibilities

• Ensure safe and compliant pre-commissioning and commissioning activities are carried out by the EPCC contractor.
• Organize and oversee the review of contractor documentation within the team.
• Manage interfaces with other disciplines, contractors, vendors, and proponents.
• Monitor and report on EPCC contractor progress, identify areas of concern, and adjust priorities based on the critical path and overall project schedule.
• Support the EPCC contractor with commissioning and handover dossier preparations.
• Monitor and report on contractor/subcontractor progress, issuing periodic progress reports.
• Organize and coordinate commissioning execution activities.
• Witness all pre-commissioning and commissioning activities in the assigned area, alongside a team of discipline specialists.

Qualifications and Requirements

• Experience in pre-commissioning and commissioning of petrochemical units and storage facilities.
• Strong background in Data-IT systems, including Telephone, Wifi, video conferencing, PAGA, and fiber backbone.
• Background in Security systems, such as ACS, IDAS, and security fencing.
• Mandatory background in Instrument & Control (EMERSON) systems.

This is a contract position located in Al Jubail, Eastern region. The role involves working within a team of discipline specialists and managing interfaces with various stakeholders including contractors, vendors, and proponent departments.
