Construction HSE Supervisor (LOTO) at Tecnimont

Tecnimont is seeking a dedicated Construction HSE Supervisor with expertise in Lockout/Tagout (LOTO) procedures for the AMIRAL P02 & 03 4398 & 4399 KSA project. This contractual position is based in Al Jubayl, Saudi Arabia, and offers an excellent salary package with benefits. The role is critical for ensuring adherence to HSE policies and promoting safety across all field activities.

Role Purpose and Reporting

The Construction HSE Supervisor (LOTO) reports directly to the Construction HSE Coordinator or, when acting as the Tecnimont HSE representative on site, to the Site Manager. This position is responsible for verifying and ensuring that all field activities comply with the Tecnimont HSE policy, relevant regulations, standards, and procedures. A key aspect of the role involves actively promoting necessary preventive and corrective actions to maintain a safe working environment.

Key Responsibilities

  • Perform job hazardous analysis (JHA) and participate in job safety analysis (JSA).
  • Verify the adequacy and application of the site HSE plan and related procedures, preparing necessary revisions.
  • Update HSE documentation throughout all construction phases as required.
  • Ensure subcontractors perform activities in accordance with applicable HSE procedures, regulations, and standards, promoting compliance actions.
  • Organize, plan, and participate in periodical HSE walk-arounds, inspections, and audits on site, preparing reports, action plans, and verifying follow-up.
  • Organize, coordinate, and directly participate in HSE training activities on site.
  • Organize and participate in all relevant site HSE meetings, preparing minutes of meeting (MOM).
  • Cooperate with the client regarding the issuance of necessary work permits.
  • Organize full investigations of work accidents to identify corrective measures and prevent reoccurrence.
  • Maintain accident records, identifying areas requiring prevention efforts.
  • Perform and/or promote the indoctrination/training of personnel.
  • Lead and coordinate the activities of the site HSE committee, composed of all contractor and subcontractor HSE representatives.
  • Lead and coordinate the site emergency response team and fire prevention/fighting team, organizing training and emergency drill mock activities.
  • Prepare the HSE section of the construction monthly progress report and other periodical reports.
  • Prepare and update site HSE statistics, verifying performance against project and corporate HSE objectives, targets, and performance indicators.
  • Propose recovery plans in case of performance mismatch.

Qualifications and Experience

  • Education: University Degree or Diploma in any Engineering field or equivalent.
  • Certifications: NEBOSH GC / IGC certificate. ARAMCO approval is an added advantage.
  • Experience: Minimum 10 years of experience in HSE within construction, fabrication, installation, and/or commissioning projects/operations in the oil & gas or petrochemical industries, with a specific focus on LOTO coordination.
  • Project Experience: Relevant experience in 3 major EPC projects within the oil & gas or petrochemical sector.

Work Schedule and Environment

This is a contractual role based in Al Jubayl, Saudi Arabia, operating on a rotation schedule of 60 days on site followed by 10 days off (paid), plus 2 days of paid travel. The daily work schedule is 10 hours, including a one-hour break.
