About the Role

PaxOcean is seeking an Operations Head Supply Base to lead the early startup and ongoing management of its new supply base operations in Ras Al Khair Port, Al Jubayl, Saudi Arabia. This full-time position is integral to the group’s long-term business strategy for establishing a significant presence in the Kingdom. The role involves developing and executing operational strategies to ensure efficient and compliant supply base and ship repair services.

Operational Leadership and Strategy

  • Develop and improve operational strategies in line with the requirements of Saudi Port Authorities, Coast Guards, and Customs (Zakat) office within the Port.
  • Take charge of executing supply base operations to meet revenue and margin targets for supply base operations and ship repair services in the Port.
  • Manage the PFMC Operations team to maintain optimal critical inventory levels for materials and consumables.

Port and Vessel Operations Management

  • Possess a deep understanding of vessel movement operational processes in line with Port Authority (Mawani) and Coast Guard requirements.
  • Engage Mawani harbour tugs for vessel movement needs.
  • Plan and execute stevedoring operations to ensure safe and secured handling of incoming vessels into the Supply Base.
  • Understand supply base logistical operational services.
  • Understand project load-out (SPMT/Cranes) operations (modules, blocks, subsea pipelines) onto laydown barge.
  • Handle clients engaged marine warranty surveyors to ensure sea fastening and load-out operations are carried out in line with warranty surveyor instructions.

Client Engagement and Commercial Support

  • Engage with new client pools and ensure customer-centric support is provided for all new Marine and Offshore customers operating in KSA.
  • Follow up on all new clients to promote PFMC capabilities and service support to bring in new revenue streams.
  • Handle site enquiries from customers and work with the commercial team to ensure timely responses.
  • Follow up on tenders with customers and agents and negotiate Contracts/Projects.
  • Ensure timely tender estimation is carried out by the commercial estimator.
  • Handle client management for PFMC within the port.

Compliance and Risk Management

  • Ensure internal stakeholders adhere to and understand contractual obligations, and determine when processes violate regulations.
  • Assess all risks and make recommendations based on analysis of factors affecting a business situation.
  • Provide functional and management support in the management of Change, including negotiation and settlement of Change/Variation Orders with clients.
  • Review existing company procedures and policies on commercial management, and provide constructive feedback for refining/updating of existing procedures.

Required Experience

Candidates should possess 5 to 10 years of relevant experience in operations management, particularly within supply base, marine, or offshore services. A strong background in port operations, logistics, and client management is essential for this role.
