Bid & Proposals Lead

About the Role

ENGIE Solutions Middle East is seeking a Bid & Proposals Lead to join their team in Al Khobar, Eastern region. This full-time role is central to the day-to-day bid delivery and the development of client-focused technical proposals for Facility Management tenders across Saudi Arabia. The Bid & Proposals Lead acts as the nominated deputy to the Bid Manager, KSA, within defined delegated authority.

Key Responsibilities

• Plan and manage each bid from receipt to submission, including programming, contributor assignments, review gates, and submission readiness.
• Independently write technical proposals, method statements, executive summaries, and responses to evaluation criteria.
• Translate technical and operational inputs into a coherent solution narrative, supported by evidence and clear differentiators.
• Analyze tender documents, build the compliance matrix, and confirm all requirements are addressed in the specified format.
• Lead kick-off, storyboard, and review meetings, challenging contributors on content, feasibility, and deadlines.
• Coordinate inputs from Operations, HSE, Quality, HR, Finance, and Estimating, ensuring specialists remain accountable for the accuracy of their contributions.
• Prepare clarification questions and post-tender technical clarification responses in collaboration with the Bid Manager, KSA.
• Ensure proposals are compliant, consistent, and meet departmental quality standards prior to final approval by the Bid Manager, KSA.
• Maintain the proposal content library, case studies, CVs, and standard responses with the Document Controller.
• Act as the nominated deputy for the Bid Manager, KSA during their absence, within defined delegated authority.
• Capture lessons learned and client feedback after each submission, and support presentations and site visits as required.

Reporting Structure

This position reports directly to the Bid Manager, KSA. There are no direct reports for this role, as the incumbent serves as a nominated deputy to the Bid Manager, KSA.

Required Experience

• Candidates should possess 5-10 years of relevant experience.

Work Environment and Physical Abilities

The role is primarily office-based, with occasional travel throughout KSA and to client sites for visits, clarification meetings, and presentations. Extended hours may be required during tender submission periods.

• Ability to use computers for extended periods.
• Ability to attend site visits, including walking through facilities and plant areas.
• Adequate hearing and verbal communication abilities for effective interaction with clients, consultants, and project teams.
