The Role of Contracts Manager
Parsons is seeking an experienced Contracts Manager to oversee all contractual, commercial, and claims-related aspects for a major hospitality resort development, including hotel and villas. This full-time position is based in Al Khobar, Eastern Province, and involves managing complex, high-value contracts to ensure robust contract governance, risk management, and stakeholder alignment throughout the contract lifecycle.
Key Responsibilities
- Review contractors' Interim Payment Certificates (IPC) and manage the internal invoicing process for clients.
- Manage the complete contract lifecycle, from Request for Proposal (RFP) and tender documentation through award, execution, and close-out.
- Lead pre- and post-contract activities, including procurement support, contract drafting, negotiations, and amendments.
- Oversee contractual compliance, ensuring adherence to conditions of contract, procedures, and reporting requirements.
- Identify and manage commercial and contractual risks, implementing effective mitigation strategies.
- Lead the evaluation, negotiation, and settlement of variations, change orders, claims, and extensions of time.
- Maintain accurate contract records, notices, correspondence, and commercial logs in line with governance requirements.
- Coordinate with planning, engineering, cost control, and finance teams to align contract obligations with project progress and budget.
- Provide expert advice on contract interpretation and support dispute avoidance and resolution when necessary.
Required Qualifications and Experience
- A minimum of 10 years of experience in contracts management, preferably within major development projects.
- Demonstrated ability to manage complex, high-value contracts.
- Strong understanding of contract governance, risk management, and commercial aspects of large-scale projects.
