Project & Stakeholder Manager Role

Assystem is seeking a Project & Stakeholder Manager for a full-time position in Al Khobar, Eastern Province. This role involves managing assigned projects and design packages from initiation through close-out, ensuring adherence to client objectives, scope, budget, and quality standards. The manager will also be responsible for developing and implementing comprehensive stakeholder engagement strategies, particularly with Saudi authorities and utility providers.

Key Responsibilities

• Manage projects and design packages, overseeing planning, design development, approvals, tender support, and project close-out.
• Develop and maintain Project Execution Plans, coordinating with technical and project control teams.
• Coordinate multidisciplinary engineering teams across various disciplines.
• Monitor project progress against baselines, identify deviations, and implement corrective actions.
• Coordinate with Project Controls personnel on schedules, budgets, forecasts, and performance indicators.
• Develop and implement Project Stakeholder Management Plans, identifying and engaging internal and external stakeholders.
• Establish effective working relationships with clients, authorities, utility providers, and other project participants.
• Coordinate required authority approvals, permits, and technical submissions with Saudi stakeholders such as SEC, NWC, CST, STC, and RCJY.
• Act as the primary day-to-day contact for clients, managing expectations and delivering project presentations.
• Maintain control of contractual and technical project scope, identifying and managing potential changes.
• Lead project risk and opportunity workshops, establishing and maintaining registers, and monitoring mitigation actions.
• Ensure projects adhere to Assystem's Quality Management System and project management procedures.
• Maintain awareness of project budget, expenditure, and commercial performance.

Qualifications and Experience

• Education: Bachelor’s degree in Electrical Engineering or a related major.
• Experience: 5-10 years of demonstrable experience managing engineering/design or infrastructure projects. Previous experience working on projects in the Kingdom of Saudi Arabia is strongly preferred.
• Technical Understanding: Good understanding of multidisciplinary design processes.
• Certifications (Preferred): PMP – Project Management Professional, and relevant Saudi Council of Engineers registration.
• Software Skills: Working knowledge of AutoCAD, Revit, Navisworks, Microsoft Visio, BIM collaboration platforms, network planning/design tools, and Microsoft Office.

Required Competencies

• Strong telecommunications engineering knowledge, ICT, and ELV design capability.
• Knowledge of both building and infrastructure telecom systems.
• Demonstrated team leadership, technical problem-solving, and design coordination skills.
• Proficiency in technical checking and review.
• Effective client-facing communication, service provider, and authority coordination.
• Strong planning, organization, quality, and risk awareness.
• Ability to manage multiple design packages simultaneously and work effectively within multidisciplinary and multicultural teams.
