Chief Human Resources Officer

About the Role

Manar Al Omran Formwork & Scaffolding Services is seeking a Chief Human Resources Officer to lead the HR function as a strategic growth and governance partner. This full-time role, based in Dammam, Eastern, Saudi Arabia, is responsible for the full HR value chain across all Group business lines (manufacturing and trading) and geographical sites within the Kingdom. The position reports directly to the CEO and the Executive Committee, focusing on driving the Group’s growth, compliance, and organizational readiness, particularly in translating growth and IPO-readiness ambitions into an effective organization, workforce, and culture.

Key Responsibilities

• Develop and align the Group HR strategy with business objectives, including organizational priorities, workforce planning, and resource allocation.
• Manage the annual HR plan, calendar, and budget, ensuring alignment with Finance, Operations, and the Executive Committee.
• Oversee the HR-side of the Group's ERP transformation program, including data migration, process redesign, and system adoption, ensuring HR data integrity.
• Lead Group-wide restructuring initiatives to improve organizational agility and cost efficiency, partnering with Finance on headcount cost modeling and workforce cost efficiency programs.
• Design and maintain the Group's organizational structure, roles, grading, career ladders, and reporting lines, suitable for a multi-entity, IPO-track holding company.
• Build and maintain succession plans for C-suite and other critical roles, identifying and developing high-potential talent.
• Own the Group-wide recruitment strategy, including executive search for C-suite and senior leadership roles, and manage recruitment agency relationships.
• Manage Nitaqat/Saudization compliance and strategy across all Group entities, building structured career development paths for Saudi national talent.
• Act as the Group's senior representative to the Ministry of Human Resources and Social Development (MHRSD), GOSI, and other relevant authorities, ensuring compliance with Saudi labor law.
• Own Group-wide compensation structure, benchmarking, and benefits strategy, ensuring internal equity and market competitiveness.
• Provide monthly HR dashboards to the CEO and present quarterly organizational health and workforce risk reviews to the Executive Committee.

Qualifications and Experience

• A minimum of 10 years of experience in Human Resources.
• Demonstrated experience in strategic HR leadership within a multi-entity organization.
• Proven track record in ERP-driven HR transformation, organizational design, and succession planning.
• Strong understanding of Saudization requirements and government/ministry programs.
• Experience in managing compensation, benefits, and HR operations.

Work Environment

This role operates within Manar Al Omran Formwork & Scaffolding Services, a company with business lines in manufacturing and trading across various geographical sites within the Kingdom. The Chief Human Resources Officer will work closely with Finance, Operations, Export, and the CEO's office to ensure HR plans align with capacity, capability, and commercial priorities.
