About Radian Engineering Consulting Company

Radian Engineering Consulting Company is seeking an experienced Civil Engineer to join our team in Dammam, Eastern region. This is a full-time position focused on the supervision of residential off-plan sales projects, requiring a minimum of 7 years of relevant experience.

Role Summary

The Civil Engineer will be responsible for overseeing and providing technical support to project teams involved in off-plan sales projects. The role demands proficiency in managing quality, schedule, and risks, while ensuring efficient adherence to regulatory requirements and the Saudi Building Code.

Key Responsibilities

  • Monitor project execution, implement quality control measures, and issue weekly/monthly progress reports.
  • Review drawings, construction materials, Bills of Quantities (BOQ), Requests for Information (RFI), and Non-Conformance Reports (NCRs), ensuring their timely closure.
  • Approve Inspection and Test Plans (ITP) and Quality Control Plans (QCP), verifying that all work complies with the Saudi Building Code and relevant regulatory requirements.
  • Verify completion percentages and recommend interim payment disbursements in accordance with approved forms and regulatory mandates.
  • Coordinate activities between contractors, consultants, and service providers, and lead coordination meetings.
  • Support pre-delivery snagging tests and facilitate preliminary/final project handover processes.

Qualifications and Requirements

  • Bachelor's degree in Civil Engineering.
  • Minimum of 7 years of experience in supervision or execution, preferably within residential development or off-plan sales projects.
  • Valid membership with the Saudi Council of Engineers.
  • Thorough knowledge of the Saudi Building Code and related regulatory requirements.
  • Proficiency in AutoCAD, MS Project or Primavera P6, and advanced Excel.
  • Excellent written Arabic and good written English for reports and correspondence.

Preferred Skills and Experience

  • Practical experience in preparing and implementing ITP/QCP and approval matrices (Hold/Witness/Surveillance).
  • Experience with document management systems such as Aconex, Procore, or BIM 360 for managing correspondence, RFIs, NCRs, and submittals.
  • Ability to review Shop Drawings and perform multi-disciplinary coordination, including clash detection using Navisworks or similar software.
  • Experience in preparing interim payment recommendations, linking them to quantity surveying and progress calculation in line with approved forms and regulatory requirements.
  • Familiarity with handling Variations Orders (VOs) and analyzing claims based on FIDIC principles.
  • Application of Earned Value Management (EVM) basics (SPI/CPI calculation) and providing early warnings on the critical path.
  • Experience in preparing Risk Registers according to ISO 31000 and developing response plans.
  • Knowledge of ASTM/SASO tests and standards for concrete, soil, and other construction materials.
  • Ability to create monitoring dashboards using Excel/Power BI to visualize project indicators.
  • Experience with snagging/de-snagging procedures and managing defect lists through to closure.
