Job Description
About the Role
Hemamco Company is seeking an experienced Health Safety Environment Officer to join its team in Dammam, Eastern Province. This full-time role is crucial for ensuring high-quality construction, safety, and compliance with engineering standards across projects, including those approved by Saudi Aramco and other potential clients.
Role Purpose
The primary purpose of this position is to implement and monitor project HSE requirements. The officer will be responsible for promoting the safe execution of construction and industrial activities, ensuring adherence to company, client, and statutory requirements.
Key Responsibilities
- Conduct routine HSE inspections and site observations.
- Monitor compliance with project HSE plans and procedures.
- Participate in toolbox talks and safety meetings.
- Review and monitor Job Safety Analysis (JSA) and risk assessment implementation.
- Monitor Personal Protective Equipment (PPE) compliance and safe-working practices.
- Identify unsafe acts and conditions and initiate corrective actions.
- Monitor Permit-to-Work compliance.
- Support incident and near-miss reporting and investigation.
- Maintain HSE records, inspection reports, and statistics.
- Monitor high-risk activities such as lifting, excavation, work-at-height, confined-space entry, and hot-work.
- Support emergency-response arrangements and drills.
- Coordinate HSE matters with supervisors, subcontractors, and client representatives.
- Promote continuous improvement in site safety performance.
Qualifications and Requirements
- Relevant academic or technical qualifications for the position.
- 5-10 years of relevant experience in industrial, construction, infrastructure, Oil & Gas, or EPC sectors.
- Good written and verbal communication skills.
- Ability to work effectively within multidisciplinary project teams.
- Strong commitment to safety, quality, cost, and schedule.
- Demonstrated professional accountability and ability to work in a developing project organization.
- Familiarity with Saudi Aramco, SABIC, SEC, or other major Saudi industrial clients is an advantage where relevant to the position.

This is a full-time position based in Dammam, Eastern Province.
