Plastbau Arabia is seeking a Procurement Officer to join its team in Dammam, Eastern Region. This full-time role is essential for establishing and managing the company's procurement function, ensuring efficient and transparent operations.

Role Purpose

The Procurement Officer will be responsible for setting up and overseeing all procurement activities. This includes vendor and subcontractor qualification, competitive bidding processes, purchase order issuance, and delivery tracking. A key aspect of this role is maintaining full traceability for all selections, justifications, and criteria used.

Key Responsibilities

• Build and maintain an approved vendor and subcontractor register, verifying commercial registration, license validity, GOSI/WPS standing, financial capacity, references, and trial-package performance.
• Issue Requests for Quotation (RFQs), prepare commercial comparison sheets, negotiate prices and payment terms, and recommend awards to the Chief Operating Officer (COO).
• Issue and administer purchase orders and call-offs against framework rates, expediting deliveries to meet site requirements.
• Track supplier performance based on quality, lead time, reliability, and commercial discipline, contributing to quarterly scorecards.
• Coordinate with the Storekeeper/Logistics for receiving inspections and with Finance for invoice matching (3-way match).
• Set up procurement registers, purchase order templates, and ERP procurement records as a Stage 1 deliverable.

Qualifications and Experience

• 2-5 years of experience in procurement or a related field.
• Demonstrated ability to establish and manage procurement functions.
• Strong negotiation and vendor management skills.
• Proficiency in setting up and maintaining procurement systems and records.

Employment Terms

The employment contract will adhere to Saudi Labor Law, registered on Qiwa, with a 180-day probation period. GOSI registration will commence from the start date, and salary will be paid through the Wage Protection System (WPS/Mudad). Working hours, overtime, leave, and end-of-service benefits will be in accordance with the Labor Law and PSC HR policy. A competitive package, aligned with Saudi construction-market benchmarks for the grade, will be disclosed to shortlisted candidates. Engineering titles require valid Saudi Council of Engineers (SCE) registration as a condition of employment.
