About the Role
Alfanar is seeking a QA/QC Civil Engineer to join its team in Dammam, Eastern Region. This full-time position focuses on performing project civil Quality Control and Quality Assurance activities efficiently and in a timely manner, ensuring adherence to quality standards, defined policies, and procedures. The role is integral to achieving departmental operational plans and developments, with a preference for candidates holding Saudi Energy Approval.
Key Responsibilities
- Implement the Quality Management System (QMS) for project quality inspections and related activities, coordinating with clients, consultants, and vendors.
- Maintain system manuals, international and national standards, client specifications, technical data sheets, handbooks, product catalogues, and all relevant inspection documents.
- Verify and assure accreditation, certifications, approvals, and profiles of vendors, external, third-party, or independent agencies.
- Maintain quality records including logbooks, QA/QC weekly reports, internal inspection reports, and Non-Conformance Reports (NCR).
- Prepare quality-related documents such as Inspection and Test Plans (ITP), Method of Statements (MOS), checklists, and Project Quality Inspection (PQI) reports.
- Implement the Alfanar Lesson Learned Programme to reduce punch points during project handover and ensure customer satisfaction.
Monitoring and Inspection Duties
- Ensure works are carried out according to Project Technical Specifications (PTS), Issued For Construction (IFC) drawings, and approved method statements.
- Confirm work is properly prepared prior to any inspection and inspected at required stages as per ITP or client requirements.
- Verify that all materials and equipment for permanent installation comply with contract, plan, PTS, and standards.
- Ensure required tests are performed and verify compliance against requirements.
- Conduct site installation and material receiving inspections, reporting to the concerned authority. Control and monitor inspection and test data against project PTS.
- Assure the maintenance and calibration of inspection testing equipment.
- Carry out inspections and testing as per plan and prepare checklists and Requests For Information (RFIs) for consultant approval and inspections.
Coordination and Reporting
- Coordinate with the Execution Team, Project Management, Client, and Consultant on QC-related matters.
- Liaise with independent testing laboratories for material testing, follow up on test reports, and submit them to the consultant.
- Provide quality reporting to the Total Quality Management (TQM) Department.
- Report quality-related matters to the Project Manager for necessary action and to the TQM Manager for information.
- Obtain, verify, and maintain quality records in a traceable, retrievable, and safe manner, including proper logs for QC documents.
- Verify test results, report findings, and provide recommendations to the Project Manager for necessary actions.
Role Accountabilities
- HR Proficiency: Train subordinates, foster teamwork, provide leadership, coaching, and direction, delegate tasks, and ensure fair task distribution to maintain morale and motivation.
- Delivery: Perform planned activities to meet operational and development targets within schedules, utilize resources effectively, and provide periodic reports detailing deviations and task execution.
- Problem-Solving: Resolve related problems and escalate complex operational issues as needed.
- Quality: Ensure quality requirements are met to develop effective quality control and processes, including specifications for products, processes, or related activities.
- Business Process Improvement: Coordinate well-defined written systems, policies, procedures, and seek automation opportunities.
- Compliance: Comply with related policies, procedures, and work instructions.
- Health & Safety: Ensure compliance with relevant safety, quality, and environmental management procedures and controls within the defined area of work activity.
Qualifications and Experience
Candidates should possess 2-5 years of relevant experience in civil engineering with a focus on Quality Assurance and Quality Control. Preference will be given to candidates with Saudi Energy Approval.
