About the Role

Hemamco Company is seeking an experienced WPR (Work Permit Receiver) to join our team in Dammam, Eastern Region. This full-time position involves supporting projects for Saudi Aramco-approved clients and other potential clients, ensuring adherence to high standards of construction quality, safety, and engineering compliance.

Role Purpose

The primary purpose of this role is to manage work permits from reception to closure. The WPR is responsible for understanding, implementing, and ensuring that all work activities are executed in strict accordance with applicable Permit-to-Work (PTW) requirements and site Health, Safety, and Environment (HSE) procedures.

Key Responsibilities

  • Receive and review work permits prior to the commencement of work activities.
  • Verify worksite conditions and confirm that all required safety precautions are in place.
  • Conduct and participate in toolbox talks and pre-job safety discussions.
  • Ensure that all permit requirements are clearly communicated to the work crew.
  • Verify the availability and proper use of required Personal Protective Equipment (PPE) and safety controls.
  • Coordinate effectively with permit issuers, supervisors, and HSE personnel.
  • Initiate work stoppage if permit conditions or safety requirements are violated.
  • Monitor permit validity and continuously assess worksite conditions.
  • Suspend or revalidate permits as required by site conditions or project changes.
  • Ensure proper permit closure upon the completion of all associated activities.
  • Support overall compliance with client Permit-to-Work procedures.

Qualifications and Experience

  • Relevant technical qualification is required.
  • A minimum of 3 years of industrial or construction experience is preferred.
  • Previous WPR/PTW experience is essential for this role.
  • Client-approved WPR certification will be required if mandated by the assigned project.
  • Experience ranging from 2 to 5 years is preferred.

Technical and General Competencies

  • Proficiency in Permit-to-Work systems.
  • Competence in Job Safety Analysis (JSA) and hazard identification.
  • Understanding of hot work and cold work requirements.
  • Awareness of confined space and excavation safety.
  • Knowledge of Lockout/Tagout (LOTO) procedures.
  • Experience with toolbox talks and worksite safety controls.
  • Strong written and verbal communication skills in English.
  • Ability to work effectively within multidisciplinary project teams.
  • Demonstrated commitment to safety, quality, cost, and schedule.
  • Professional accountability and adaptability within a developing project organization.
  • Previous experience in Saudi Arabia is preferred.
  • Familiarity with major Saudi industrial clients such as Saudi Aramco, SABIC, or SEC is an advantage.
