Safety Officer

About the Role

ASAS for Developing & Operating Industrial Cities is seeking a Safety Officer to join their team in Makkah, specifically in Jeddah and Makkah cities. This full-time, field-based, and supervisory role focuses on ensuring the application of occupational safety and health requirements within factories and industrial facilities.

Job Purpose

The primary objective of this role is to ensure compliance with occupational safety and health standards within industrial facilities. This involves conducting field inspections and monitoring, identifying and assessing risks, following up on corrective actions, and verifying the readiness of emergency and fire protection systems. The aim is to protect lives and property and ensure the continuity of operational processes.

Key Responsibilities

• Conduct regular inspection tours of factories and ensure compliance with occupational safety and health requirements.
• Monitor and document hazards and unsafe practices.
• Follow up on emergency exits, evacuation procedures, cleanliness, storage, electrical safety, and fire protection.
• Verify the availability and use of personal protective equipment.
• Identify risks associated with operations, equipment, and materials, and conduct risk assessments.
• Propose risk control measures according to the hierarchy of controls and monitor high-risk activities.
• Ensure the readiness of fire-fighting systems and equipment, and review emergency and evacuation plans.
• Participate in evacuation and emergency drills and support incident response.
• Report incidents, injuries, and dangerous occurrences promptly, and participate in investigations to determine root causes.
• Prepare incident reports and follow up on corrective and preventive actions.
• Monitor contractor compliance with safety requirements and verify work permits for high-risk activities (*, working at heights, welding, lifting, electrical work, confined spaces).
• Recommend or stop work in case of imminent danger, according to approved procedures.
• Implement daily and weekly safety awareness programs and participate in training for evacuation, fire-fighting, and first aid.
• Prepare daily, weekly, and monthly reports, and monitor the closure of observations and violations.
• Track performance indicators such as compliance rates, observation closure, incidents, high-risk hazards, and training.

Qualifications and Professional Certifications

• Bachelor's degree in Engineering, Occupational Safety and Health, Industrial Engineering, or a related field.
• Minimum of 3-5 years of experience in occupational safety and health.
• Experience in factories, industrial cities, or construction and industrial projects is preferred.
• Required professional certifications include: NFPA Fire Protection Fundamentals, NFPA 10, NFPA 13, NFPA 20, NFPA 25, NFPA 72, Fire Protection Systems Inspection & Maintenance, IOSH Managing Safely, NEBOSH International General Certificate – IGC, OSHA 30-Hour – General Industry, Fire Fighting & Fire Safety, ISO 45001 Internal Auditor, and Professional Safety Cadres.
