About the Deputy HSE Director Role

BOSS Built Environment is seeking a Deputy HSE Director to lead the development, implementation, and continuous improvement of the organization’s Health, Safety, and Environment framework. This full-time position, based in Jeddah and Makkah, requires a professional with over 10 years of experience to ensure full regulatory compliance, promote a proactive safety culture, and minimize risks across all operations and projects.

HSE Strategy and Governance

The Deputy HSE Director will be responsible for developing and implementing the organization's HSE strategy, policies, and management system, aligning with international standards such as ISO 45001 and ISO 14001, as well as local regulations. This includes maintaining and updating HSE governance frameworks, standards, and procedures, and reporting on HSE performance to senior leadership and regulatory authorities.

Risk Management and Compliance

A key aspect of this role involves leading organization-wide risk assessment processes, including hazard identification and risk control prioritization. The Deputy HSE Director will oversee incident investigation procedures, root cause analysis, and the implementation of corrective and preventive action plans, while managing the HSE risk register. Ensuring compliance with all applicable health, safety, and environmental laws and regulations is paramount, which includes liaising with regulatory bodies and leading internal and external HSE audits.

Safety Culture and Environmental Management

This role champions a positive safety culture through the design and delivery of HSE training programs and engagement initiatives. The Deputy HSE Director will also oversee environmental monitoring programs, ensure compliance with environmental permits, drive sustainability and waste reduction efforts, and manage environmental impact assessments. Coordination of emergency response planning and business continuity protocols falls under this purview.

Project and Contractor HSE Oversight

Responsibilities extend to reviewing and approving HSE plans for projects prior to commencement, conducting site inspections to monitor contractor HSE compliance, and integrating HSE requirements into procurement and contract management processes.

Experience and Qualifications

Candidates should possess 15+ years in HSE roles, with a minimum of 5 years in a senior management position. Experience in facilities management, construction, or industrial operations environments is required. A NEBOSH Diploma or equivalent is essential, with IOSH membership preferred. A degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field is necessary, along with a working knowledge of ISO 45001, ISO 14001, and local regulatory frameworks.

Required Skills and Competencies

The ideal candidate will have comprehensive knowledge of HSE legislation, standards, and best practices. Strong leadership, influencing, and communication skills are crucial, as is a proven ability to drive cultural change and embed safety as a core value. An analytical approach to risk assessment and incident investigation, coupled with the ability to engage effectively with regulators, contractors, and senior leadership, is expected.
