Procurement Supervisor F&A

About the Role

Zahid Tractor is seeking a Procurement Supervisor-F&A to join their team in Jeddah. This full-time role involves overseeing procurement activities, developing sourcing strategies, and ensuring the integrity and efficiency of procurement procedures. The supervisor will be responsible for managing vendor relationships, negotiating contracts, and implementing cost reduction methods.

Key Responsibilities

• Monitor procurement officers' activities and develop sourcing strategies.
• Coordinate with vendors, negotiate contracts, and analyze costs.
• Follow up on deliveries and implement cost reduction methods.
• Implement controls to ensure procurement procedures maintain high integrity, efficiency, and effectiveness.
• Identify and develop relationships with new suppliers and vendors.
• Negotiate and screen offers from suppliers, ensuring adherence to specifications, scope, quality, and warranty.
• Process procurement transactions using M3 and Lotus Notes systems.
• Review monthly ABC analysis reports for the respective region and liaise with the contract management team regarding supplier credit facilities and valid contracts.
• Liaise with regional stakeholders to obtain quarterly purchase forecasts.
• Implement IAD recommendations for process and control maintenance.
• Report non-compliant or misconduct practices against PCD policies.
• Collaborate with operations planning teams to establish proper materials safety stocks.
• Assign workload and ensure efficient resource utilization.
• Manage forecasting, tabulation, and sourcing of requested items/materials for the assigned region/area, including parts, consumables, cables, safety materials, logistics, refurbishment, and material handling services, utilizing SAP Ariba tools.
• Assist departments in developing and implementing procurement best practices, processes, quality manuals, and strategies.
• Maximize savings through accurate forecasting, skilled negotiations, and volume purchasing in coordination with department heads.
• Prepare and process purchase orders and documents in accordance with company policies, budget, and procedures.
• Daily review of PO distribution to Procurement Officers, and follow-up on delivery dates and payment terms with suppliers and end-users.
• Ensure timely closure of open orders and clearance of advance payments.
• Source, select, and negotiate optimal purchase packages in terms of quality, price, terms, deliveries, and services.
• Source alternative new products, suppliers, or sub-contractors to meet business needs.
• Liaise with the Accounts Payable Department to ensure accurate and timely payment of invoices.
• Maintain, log, and record procurement transactions and pricing in the system.
• Report and record discrepancies or receipt of defective products/services, determine root causes of conflicts, and implement corrective/preventative measures.
• Conduct meetings with suppliers and internal requesting departments, compiling and submitting documented "Minutes of Meeting" with action plans to the Procurement Manager.
• Achieve department KPIs and individual set KPIs.

Qualifications and Experience

• A minimum of 5 to 10 years of relevant experience in procurement.
