Role Overview

Accor is seeking a Cluster People & Culture Manager to oversee human resources functions across a cluster of four hotels: ibis, ibis Styles, Adagio, and Mercure. This full-time role is based in City Center, 'Asir, Saudi Arabia, with two properties located in Jeddah and two in Makkah. The manager will be responsible for shaping culture, talent, and employee experience, ensuring that People & Culture initiatives support the success of all four properties.

Key Responsibilities

• Develop and execute the Cluster People & Culture strategy, aligning with business objectives, brand standards, and company values.
• Partner with General Managers, Executive Committees, and department heads to drive employee engagement, performance, and organizational effectiveness.
• Lead end-to-end recruitment across the cluster, attracting diverse talent for the hospitality sector.
• Manage workforce planning, headcount tracking, manpower budgets, and organizational structures for all four properties.
• Support succession planning and talent development initiatives to build an internal talent pipeline.
• Lead performance management processes, ensuring fairness, consistency, and alignment with business objectives.
• Identify and coordinate learning and development initiatives that support employee growth and operational excellence.
• Champion employee engagement and recognition initiatives throughout the employee lifecycle.
• Ensure compliance with Saudi Arabia labor laws, Saudization requirements, and company policies.
• Manage government HR platforms including GOSI, Qiwa, Muqeem, and Mudad, ensuring accurate processing of employee records, contracts, visas, and work permits.
• Act as an advisor on employee relations, ensuring fair and professional resolution of workplace matters.
• Maintain accurate and confidential employee records and leverage HR data for informed business decisions.
• Monitor key People & Culture metrics and provide regular reporting and recommendations to management.
• Ensure consistent implementation of HR policies and best practices across all hotels, adapting initiatives to operational needs.
• Collaborate with operational departments to ensure People & Culture initiatives contribute to guest satisfaction and hotel results.
• Lead, coach, and support the People & Culture teams within the cluster.
• Promote a culture of inclusion, respect, accountability, and continuous improvement.
• Travel to and work from the Makkah properties as required by business needs.

Candidate Profile

The ideal candidate will be a dynamic, emotionally intelligent, and commercially minded HR professional. This role requires balancing operational excellence with a genuine passion for people, bringing structure, energy, and consistency to the cluster while maintaining each hotel's unique identity.

Qualifications and Experience

• 5-10 years of experience in Human Resources.
• Demonstrated ability to drive culture, talent, and employee experience initiatives.
• Proficiency in managing government HR platforms relevant to Saudi Arabia.

Work Environment

This is a full-time position based in City Center, 'Asir, Saudi Arabia, requiring travel to properties in Jeddah and Makkah as needed. The role involves working across multiple hotel brands within a dynamic cluster environment.
