About the Role
Saudia Dairy & Foodstuff Company (SADAFCO) is seeking a Purchasing Manager to join their team in Makkah, with responsibilities spanning Jeddah and Makkah. This full-time role involves driving SADAFCO’s long-term procurement strategy and short-term execution plans for Marketing ATL & BTL and other related spend/services. The position requires ensuring end-to-end sourcing, contracting, supplier governance, performance management, and commercial optimization across various marketing and business services.
Key Responsibilities
- Manage the complete procurement cycle for Marketing ATL & BTL, Co-pack Services, including media buying, creative and digital agencies, brand production, promotions, events, activations, POS materials, branding, shopper marketing, market research, and merchandising support.
- Execute SADAFCO’s long-term procurement strategy for Marketing ATL, BTL, and Co-pack Services, defining sourcing models, agency ecosystems, supplier panels, co-pack capacity strategies, and commercial models.
- Drive supplier and market profiling, including capability assessment, compliance screening, quality certification review, capacity validation, onboarding, and supplier segmentation.
- Collect global, regional, and local market intelligence on media inflation, agency remuneration models, production cost drivers, digital marketing trends, and competitor practices to identify sourcing opportunities.
- Analyze and identify value opportunities through agency consolidation, media buying optimization, production specification improvement, demand management, and total cost of ownership evaluation.
- Develop, implement, and maintain procurement policies, sourcing governance frameworks, approval workflows, supplier onboarding standards, and contract compliance processes.
- Prepare and issue RFI, RFQ, RFP, bid, and tender documents for IT projects, software subscriptions, cloud services, and major professional service contracts.
- Prepare commercial evaluation matrices to compare bids based on total cost of ownership, technical fit, service levels, and long-term value.
- Develop cost models for licensing, permits, digital media, agency fees, events & activations, and tolling models, applying structured negotiation tactics to achieve targeted savings.
- Identify and implement cost reduction projects on a total cost of ownership basis, aligning internal stakeholders and ensuring timely execution.
- Prepare contract drafts and ensure timely renewal of supply agreements, establishing and enforcing unified corporate rate cards for agencies and production houses.
- Map and phase annualized spends against the KSA retail and cultural calendar, providing accurate monthly cash outflow projections to the Finance team.
- Develop supplier performance evaluation matrices and build strong relationships with suppliers to transform them into reliable supply partners.
- Conduct supplier SWOT analysis and develop alternate supplier plans to ensure on-time delivery, price stability, and consistent quality.
- Bring in supplier research and development insights, supporting timely innovation and launch of new products, and collaborating with Brand Marketing, Demand Planning, and Operations.
- Understand and implement regulatory requirements as per local law and communicated by concerned authorities (ZATCA, SFDA, etc.).
- Negotiate and implement rate agreements, managing SLA requirements to ensure timely delivery to business units.
Qualifications and Experience
- Education: Preferably an MBA or Post Graduate degree.
- Specific diploma/education: CIPS, CIPP qualification (preferable).
- Experience: Mandatory 6 years in procurement of Marketing & Tolling models within the FMCG or other manufacturing industry. The role requires 5-10 years of overall experience.
- Languages: Fluent in both English and Arabic.
- Technical Skills: Experience using ERP systems and good knowledge of MS-Office and Power BI.
Work Environment
This is a full-time position based in Makkah, with responsibilities covering the Jeddah and Makkah regions. The role involves collaboration with various internal departments and external strategic partners to achieve procurement objectives.
