About the Role
The Islamic Development Bank (IsDB) is seeking a Senior Talent Acquisition Specialist to join its team in Jeddah, Makkah, Saudi Arabia. This full-time role focuses on attracting and acquiring managerial and leadership talent, including Director General, Director, Manager, and Associate Manager positions, in line with approved recruitment plans and established procedures. The specialist will manage the entire recruitment process, from requisition to joining, ensuring the acquisition of best-fit candidates.
Key Responsibilities
- Execute the complete recruitment process, including proactive candidate sourcing, managing headhunting and executive search activities, arranging leadership assessments and selection interviews, and issuing job offers.
- Participate in developing the Talent Acquisition strategy, including the evaluation and selection of headhunting firms, leadership assessment methodologies, candidate sourcing channels, and employer branding activities.
- Regularly review and assess services provided by third-party contracts, benchmarking with similar services, and submitting evaluation reports and recommendations.
- Prepare Talent Market Research insights and perform Outreach and Benchmarking activities, alongside executing Recruitment Analytics and Metrics.
- Conduct Digitization, Quality Assurance, and Information Reliability and Governance projects to enhance recruitment processes.
- Perform the selection and deployment of modern personnel selection and recruitment tools, such as psychometric tests, behavioral fitness assessments, business cases, and technical/competency-based interviews.
- Manage pre-selection processes, including CV screening and coordinating interview calls with business units.
- Consolidate leadership assessment reports and technical interview results from various rounds, presenting final selection outcomes.
- Prepare, discuss, and negotiate offers with selected candidates, following up for confirmation and agreement on joining dates.
Onboarding and Process Enhancement
- Carry out four types of On-Boarding processes for new joiners: International Joiners to HQ, International Joiners to Regional Hubs, National Joiners to HQ, and Internal Joiners.
- Ensure smooth execution of Pre-Joining and Post-Joining On-Boarding activities, covering guidelines, reference checks, government relations, visa issuance, medical checkups, travel, logistics, and candidate guidance.
- Manage internal communications and relationships with business units involved in the new hires’ joining process (*, government relations, Medical unit, Admin services, IMDT, travel unit).
- Identify and recommend external service providers, including recruitment firms, assessment consultants, and background checkers.
- Collaborate with the IMDT to identify and recommend Talent Acquisition software/portals to improve efficiency and transparency in sourcing and recruitment.
- Conduct policy and procedure reviews as per management instructions and under the supervision of the Lead Talent Acquisition.
- Develop and review recruitment Service Level Agreements (SLAs), Headhunting, and Leadership Assessment guidelines and procedures.
Qualifications and Experience
- Bachelor’s degree in Human Resources, Organizational Behavior, Business Administration, or a related field.
- Certifications from HRCI / SHRM / CIPD are advantageous.
- A Master’s degree in Human Resources, Organizational Behavior, Business Administration, or a related field is a plus.
- Minimum of 8 years of relevant experience in Talent Acquisition, Sourcing, and Recruiting, preferably within a multilateral development bank, International Financial Institution (IFI), or a global organization.
Required Skills and Knowledge
- Excellent knowledge of local, regional, and global recruitment trends.
- Knowledge of Job Analysis, Job Designing, and Job Descriptions development.
- High level of confidentiality and attention to detail.
- Advanced presentation, interviewing, and data-analysis skills.
- Advanced MS Office skills and hands-on experience with HR Modules and Recruitment Software.
- Strong business acumen, analytical thinking, and problem-solving abilities.
- Advanced planning and organizing skills.
Reporting and Knowledge Sharing
- Provide internal recruitment insights (analytics, metrics, indices) and external insights (market research, benchmarking reports).
- Deliver timely and accurate reports on Talent Acquisition status and recruitment SLAs to the Lead Talent Acquisition and concerned business units.
- Manage internal and external communications to ensure effective coordination and cooperation related to Talent Acquisition.
- Prepare periodical reports highlighting recruitment progress and future plans, sharing them with relevant HRBPs.
- Transfer knowledge to Talent Acquisition Specialists/Officers through continuous coaching and on-job training.
- Stay informed of best practices in Talent Acquisition and recommend improvements or adoption within IsDB.
- Educate relevant staff in business units and within HRMD on matters pertaining to Talent Acquisition, trends, and IsDB policies.
