About the Role

The Zakat, Tax and Customs Authority is seeking an experienced Applications Quality Assurance Director to join its team in Riyadh, Riyadh, Saudi Arabia. This full-time position requires 5-10 years of relevant experience and involves leading the strategic direction and operational execution of application quality assurance initiatives.

Role Purpose

The Applications Quality Assurance Director will lead and guide Information Technology quality management activities, overseeing the development and implementation of the Quality Assurance strategy, frameworks, policies, and standards. This role ensures that technical services and solutions align with business requirements, best practices, and approved standards. The Director will also monitor quality initiatives, drive continuous improvement, supervise periodic inspections and reviews, ensure timely resolution of gaps, implement corrective actions, and measure compliance and performance to enhance the quality and efficiency of technical services and achieve the Authority's strategic objectives.

Key Responsibilities

  • Contribute to the development of the Applications Quality Assurance action plan, ensuring alignment with the Authority's overall strategy.
  • Develop the operational plan for Applications Quality Assurance, aligning it with the Digital Excellence & Data plan and the strategic plan of the Technical Systems & Digitalization Sector.
  • Implement plans and provide necessary inputs to achieve Applications Quality Assurance objectives that support the Authority's overarching strategic goals.
  • Discuss budget requirements for Applications Quality Assurance with senior management and provide inputs for the budget preparation process.
  • Ensure optimal utilization of the Applications Quality Assurance budget and provide accurate reports on progress and challenges encountered.
  • Verify initiatives and propose the implementation of those that yield positive financial results for Applications Quality Assurance and mitigate financial and operational risks.
  • Oversee the research for best IT quality management frameworks and practices to identify a model aligned with the Authority's strategies and the Technical Systems & Digitalization Sector.
  • Develop and implement software-specific quality assurance policies, procedures, and quality plans to ensure consistency and alignment with the Technical Systems & Digitalization Sector strategy.
  • Establish and monitor documentation guidelines to ensure comprehensive and consistent program documentation.
  • Create a system for collecting and storing IT expertise and technological resources, and conduct regular awareness sessions for Technical Systems & Digitalization Sector employees to enhance knowledge sharing.
  • Prepare an IT quality testing and monitoring strategy to define the methodologies, objectives, resources, scope, and timeline required for the testing environment.
  • Review and verify test cases, scripts, and scenarios to ensure their alignment with the testing strategy and link test specifications to detailed business requirements.
  • Review and finalize the comprehensive testing plan in coordination with Technical Systems & Digitalization Sector departments and vendors to establish clear testing scopes and activities.
  • Oversee testing activities (performance, regression, integration, systems, security, user acceptance, etc.) to ensure their alignment with the plan and use cases.
  • Ensure all testing-related defects are identified and addressed according to the release schedule.
  • Review and verify all test results and relevant corrective actions to grant release approval.
  • Participate in identifying and recruiting key talent.
  • Guide, mentor, and support direct subordinates to execute tasks according to defined processes and policies.
  • Develop individual performance objectives, provide necessary support, evaluate the team, and offer continuous performance feedback.
  • Foster a high-performance work environment and promote the Authority's values.

Qualifications and Experience

  • Bachelor's or Master's degree in Information Technology, Information Technology Management, Business Administration, or an equivalent academic degree.
  • 5-10 years of experience in a relevant field.
