About the Role
Saudi Union Facility Management is seeking a highly experienced Chief Operating Officer to join our team in Riyadh, Saudi Arabia. This full-time position involves providing strategic leadership support to the CEO and overseeing the day-to-day operations across all business units. The role ensures alignment between corporate strategy and operational execution, driving contract performance, profitable growth, and disciplined governance within multi-site Facility Management (FM) operations.
Core Responsibilities
- Deputize for the CEO in all matters when required.
- Manage the operational P&L by contract and region, ensuring margin delivery and cost control.
- Ensure compliance with contracts and KPIs, maintain service quality, and achieve client satisfaction across all sites.
- Drive corrective actions for underperforming contracts, including cost resets, scope clarification, and productivity improvements.
- Lead mobilization for new contracts, covering staffing, onboarding, materials, permits, site readiness, and handover documentation.
- Oversee CAFM setup, including asset registers, PPM plans, work orders, and reporting.
- Deliver mobilizations on time, within budget, and with clear governance.
- Build and standardize the FM operating model, including SOPs, audits, toolbox talks, quality checks, and escalation paths.
- Improve productivity through manpower planning, roster optimization, multi-skilling, and subcontractor controls.
- Implement best practices in preventive maintenance and reliability for hard FM, and quality checks for soft FM.
- Own the HSE strategy to reduce incidents, ensure training, and enforce permit-to-work and safe systems.
- Ensure compliance with client HSE standards and KSA requirements.
- Lead incident investigations and ensure the closure of corrective actions.
- Manage procurement strategy and vendor performance, focusing on contracts, lead times, pricing, and quality.
- Optimize spare parts planning, tools/equipment utilization, and subcontractor costs.
- Lead cost-reduction initiatives without degrading service quality.
- Lead operational client governance, including monthly service reviews, KPI dashboards, and issue resolution.
- Maintain strong relationships with client FM teams and consultants, managing escalations promptly.
- Ensure accurate and timely reporting, including operational and commercial variations/claims documentation.
- Ensure training, competency, compliance, discipline, performance management, and retention of staff.
- Lead strategic initiatives and business execution projects.
- Coordinate between departments to ensure aligned execution.
- Build and maintain relationships with key clients, government entities, and stakeholders.
- Chair operational review meetings and drive accountability.
- Define the annual budget and operating plan.
- Own pipeline management, bid/no-bid decisions, and key account growth plans.
- Lead Saudization strategy, leadership development, and succession planning.
- Ensure compliance with KSA labor, GOSI, Qiwa/Mudad, and client requirements.
- Chair weekly operational reviews and track cross-functional action closure.
- Drive performance improvement initiatives across service lines.
Key Performance Indicators
Performance in this role will be measured against specific metrics, including:
- Contract profitability versus budget (gross margin by contract).
- SLA/KPI compliance percentage, PM completion percentage, and work order closure time.
- Mobilization success, evaluated by on-time/on-budget delivery and zero critical findings.
- Client satisfaction, renewal rates, and complaint reduction, targeting above ***
- HSE metrics such as LTIFR/TRIR, audit scores, and closure time for incidents.
- Productivity, including utilization, overtime control, and headcount efficiency.
- Performance and procurement savings while maintaining quality.
- Cash collection cycle (DSO).
- Safety incident rate.
- Bid win rate.
Candidate Profile
The ideal candidate will possess over 10 years of relevant experience, demonstrating a proven track record in operational leadership within the facility management sector. This role requires a professional with strong strategic thinking, financial acumen, and the ability to drive operational excellence across diverse, multi-site environments. Experience in managing complex contracts, leading large teams, and ensuring compliance with local regulations is essential.
