The Role of Civil Manager – Stormwater & Grading

Parsons is seeking a Civil Manager – Stormwater & Grading to join its team in Riyadh, Saudi Arabia. This full-time position requires 5-10 years of experience and involves comprehensive oversight of stormwater management and grading aspects across various projects. The role is crucial for ensuring design integrity, project execution, and regulatory adherence.

Design and Engineering Oversight

The Civil Manager will be responsible for the technical review and management of civil designs related to stormwater and grading, ensuring compliance and efficiency:

  • Review and manage stormwater management plans, site grading, and drainage designs to ensure compliance with project requirements and local regulations.
  • Coordinate with civil design consultants and contractors to optimize grading plans for site efficiency, aesthetics, and environmental impact.
  • Ensure the integration of sustainable stormwater solutions, such as retention ponds, permeable pavements, and green infrastructure.
  • Conduct technical reviews of engineering drawings, specifications, and calculations.

Project Execution and Regulatory Compliance

This role involves overseeing construction activities and ensuring all project elements meet regulatory and quality standards:

  • Oversee civil construction activities related to stormwater and grading, ensuring adherence to approved plans, schedules, and quality standards.
  • Work closely with project managers, architects, landscape designers, and other stakeholders to align grading and drainage solutions with the development's aesthetic requirements.
  • Ensure proper implementation of erosion control measures and stormwater best management practices (BMPs).
  • Identify and resolve site challenges related to earthworks, water drainage, and ground stability.
  • Ensure compliance with local, national, and environmental regulations related to stormwater management and grading.
  • Obtain necessary permits and approvals from authorities, working closely with permitting teams and regulatory bodies.
  • Stay updated on changes in stormwater management codes, environmental laws, and best practices.

Leadership, Risk Management, and Quality Assurance

The Civil Manager will lead teams, manage risks, ensure quality, and facilitate effective communication:

  • Monitor site conditions to assess potential risks such as flooding, soil erosion, or water runoff issues.
  • Implement quality control measures to ensure grading and drainage infrastructure meet project specifications and long-term performance requirements.
  • Conduct site inspections and provide technical recommendations to improve design efficiency and cost-effectiveness.
  • Lead and mentor junior engineers, inspectors, and site teams in stormwater and grading-related aspects.
  • Communicate effectively with project teams, clients, and regulatory agencies to address technical concerns and project progress.
  • Participate in progress meetings, providing technical insights and recommendations for continuous improvement.

Required Qualifications and Experience

Candidates for this position should meet the following criteria:

  • A minimum of 5-10 years of experience in civil engineering, with a focus on stormwater and grading projects.
  • Experience in luxury hospitality and high-end residential projects is highly preferred.
