The Role: Civil & Structural Technical Manager

ARX | Smart Minds is seeking a Civil & Structural Technical Manager for its office in Riyadh. This full-time role requires a candidate with over 10 years of experience who possesses the technical breadth and judgment to guide civil and structural assurance across complex developments. The manager will be responsible for understanding how discipline decisions impact adjoining infrastructure and buildings, establishing clear review approaches, and assisting engineers in resolving technical issues. The position requires a combination of sound engineering analysis, practical leadership, consistent decision-making, and constructive engagement with other discipline leads.

Key Responsibilities

• Lead the civil, structural, geotechnical, and infrastructure discipline team, maintaining accountability for technical quality and compliance.
• Establish design criteria, standards, review procedures, and checking responsibilities within the discipline.
• Plan review workloads and coordinate submission priorities with package managers and the program planning team.
• Review and approve consultant and contractor calculations, drawings, and reports, verifying their engineering basis and completeness.
• Assess foundation, structural, and infrastructure interfaces, including the relationship between geotechnical recommendations and design assumptions.
• Resolve complex technical issues and lead multidisciplinary workshops on constructability, coordination, and risk.
• Coordinate Civil & Structural interfaces with architecture, MEP, and security requirements, ensuring decisions are reflected in design outputs.
• Manage discipline comments, RFIs, and technical queries through recorded close-out, escalating material compliance concerns as needed.
• Assess design changes and technical alternatives with relevant specialists, considering performance and program implications.
• Supervise and mentor engineers, review performance, and promote consistent quality assurance across the team.
• Report discipline progress, review constraints, outstanding approvals, and technical risks to program leadership.

Candidate Profile and Requirements

• A minimum of 15 years of experience in civil and structural engineering.
• Demonstrated technical breadth and judgment in guiding civil and structural assurance for complex projects.
• Ability to understand the impact of discipline decisions on adjoining infrastructure and buildings.
• Experience in setting clear review approaches and resolving difficult technical issues.
• Strong engineering analysis skills combined with practical leadership capabilities.
• A track record of consistent decision-making and constructive engagement with other discipline leads.
