The Role of Cost Control Engineer

Haji Abdullah Alireza & Co. is seeking a Cost Control Engineer to join their team in Riyadh, Saudi Arabia. This full-time role focuses on managing and controlling project costs for ELV/ICT projects, including quantity reconciliation, procurement commitments, vendor pricing, forecasting, variations, and commercial reporting.

Key Responsibilities

• Establish and maintain a cost-control structure for each ELV/ICT system and building.
• Review contract Bill of Quantities (BOQ) against engineering scope to identify omissions, duplicated items, quantity discrepancies, and scope gaps.
• Reconcile engineering quantities, Material Take-Offs (MTOs), cable schedules, device schedules, rack equipment, licenses, accessories, containment, and installation requirements with the commercial BOQ.
• Review vendor quotations for complete system supply, installation, testing, and commissioning, including software, licenses, accessories, cabling, termination, containment, and integration.
• Prepare commercial comparison statements for ELV/ICT vendors and specialist subcontractors.
• Track purchase orders, commitments, actual expenditure, accruals, forecast-at-completion, and remaining budget.
• Maintain system-wise and building-wise cost reports for various systems such as CCTV, ACS, IDS, FAS, PAVA, structured cabling, fiber, network, Wi-Fi, telephony, UPS, and other ICT/ELV works.
• Coordinate with engineering to quantify the commercial effect of consultant comments, revised drawings, design changes, and additional requirements.
• Maintain variation/change registers and support the preparation of variation quotations and substantiation.
• Review the potential commercial impact of late design changes, site conditions, additional containment, cabling, devices, licenses, and integration requirements.
• Support procurement planning by identifying long-lead and high-value ELV/ICT packages.
• Reconcile delivered quantities, installed quantities, and approved quantities using site records and engineering documentation.
• Support monthly valuation, progress measurement, cost forecasting, and management reporting.
• Maintain commercial records required for final account and close-out.
• Ensure cost data is traceable to approved BOQ items, purchase orders, delivery records, site measurements, and approved changes.

Qualifications and Requirements

• Minimum of 5 to 10 years of experience in project cost control, preferably within ELV/ICT/Infrastructure projects.
• Strong experience in BOQ management, budget vs. actual cost analysis, forecasting, cost reporting, procurement/subcontractor cost tracking, and variation/change-order management.
• Advanced proficiency in Microsoft Office Suite.
• Experience with major campus, university, utility, infrastructure, healthcare, airport, government, or other multi-building projects is preferred.
