About the Role

Parsons Corporation is seeking a Director: Asset Lifecycle Planning / Performance (LCP) to join the integrated Delivery Partner team for a landmark giga-project in Riyadh, Saudi Arabia. This full-time role involves contributing to the planning, design, and implementation of world-class assets and infrastructure that support Saudi Arabia’s Vision 2030. Role Mandate and Strategic Impact

The Asset LCP Director serves as a senior strategic leader responsible for forecasting, planning, and managing the long-term economic life of the mega project developer client’s multi-billion-dollar infrastructure portfolio. The primary mandate is to balance the Total Cost of Ownership (TCO) by precisely scheduling capital interventions, major overhauls, and asset replacements. This role is critical in ensuring the city-scale development avoids catastrophic infrastructure failures and maintains financial viability across its multi-decade lifecycle.

Key Responsibilities

  • Develop and continuously update the 10-30 year Capital Asset Replacement Plan, covering all districts and asset classes including utilities, transport, public realm, attractions, and community assets.
  • Maintain rolling forecasts that reflect evolving asset conditions, technology changes, and growth phases.
  • Predict when high-value infrastructure assets require major rehabilitation versus full replacement, prioritizing interventions based on risk, performance, cost, and criticality.
  • Translate asset degradation rates and lifecycle data into detailed cash-flow forecasts for corporate finance and investment planning.
  • Model different scenarios (*, life extension vs. replacement, technology upgrades, changing regulatory requirements) to support strategic decision-making.

Financial Planning and Reserve Optimization

  • Partner with the Service Charge Director to determine funding requirements for long-term sinking funds and reserves for common-area infrastructure.
  • Align reserve strategies with lifecycle models, ensuring future replacement events are fully funded.
  • Ensure reserves collected are accurately calculated to match inflation-adjusted replacement costs decades into the future, incorporating assumptions for construction cost escalation, technology shifts, and regulatory compliance.
  • Provide transparent methodologies and documented assumptions for sinking fund calculations to support governance, audits, and stakeholder confidence.

Lifecycle Performance and Design Integration

  • Analyze live operational and maintenance data to assess OPEX vs. CAPEX trade-offs and recommend asset replacement, refurbishment, or redesign strategies based on lifecycle cost optimization.
  • Utilize reliability engineering methodologies, adapted to local climate and operating environments, to calculate metrics such as probability of failure and remaining useful life for key asset groups.
  • Define and track lifecycle performance indicators (*, age vs. health, cost vs. reliability, risk vs. criticality) to support risk-informed investment decisions, working with technical directors and SAP-EAMS teams for consistent data capture.
  • Collaborate with the Estate Vesting & Design Director during early design and construction phases to influence material choices, system designs, and asset specifications, ensuring long-term maintenance burden, replacement costs, and operational risks are accounted for.
  • Review and challenge design proposals and contractor value-engineering that may reduce initial build cost but significantly increase lifecycle cost or risk.
  • Provide lifecycle performance criteria and replacement cost implications into stage-gate reviews for major projects, expansions, and upgrades, supporting governance by embedding lifecycle considerations into all design approval processes.

Candidate Profile and Work Environment

The ideal candidate will possess 20 years of relevant experience in asset lifecycle planning, performance, or a related strategic leadership role within large-scale infrastructure projects.
