About DAR AL OMRAN and the Role

DAR AL OMRAN is a leading engineering company that provides engineering consultancy, design, and supervision services across Jordan, the GCC, and internationally. The company is seeking an experienced Environment Specialist for a full-time position based in Riyadh, Saudi Arabia. This role is integral to ensuring high-quality services, client satisfaction, and company growth through robust environmental management.

Role Overview

The Environment Specialist will be responsible for overseeing environmental compliance, sustainability governance, and ecological impact management across major civic supervision projects in KSA. This position ensures that all site construction activities, contractor operations, and site waste management practices strictly align with KSA environmental laws, National Center for Environmental Compliance (NCEC) standards, local municipal regulations, and international sustainability best practices.

Key Responsibilities

  • Develop, implement, and audit the project Construction Environmental Management Plan (CEMP).
  • Conduct regular site inspections to ensure contractor compliance with dust control, noise mitigation, soil protection, and hazardous material management regulations.
  • Serve as the primary point of contact for local KSA environmental authorities (*, NCEC, GAMEP/MEWA) and municipal inspectors.
  • Perform environmental risk assessments and establish emergency response procedures for potential environmental hazards or spills.
  • Oversee site waste management strategies, ensuring proper segregation, safe storage, and licensed disposal of construction and hazardous waste.
  • Conduct water, air quality, and noise monitoring, analyzing data to recommend corrective actions for any non-compliance.
  • Issue Environmental Non-Conformance Reports (ENCRs) to contractors when violations occur and track corrective measures to closure.
  • Conduct environmental awareness toolboxes and induction sessions for consultant supervision staff and contractor teams.
  • Prepare comprehensive monthly environmental compliance reports for the Chief Resident Engineer and the Client.

Qualifications and Experience

  • A minimum of 10 years of experience in environmental management or a related field.
  • Demonstrated expertise in environmental compliance, sustainability governance, and ecological impact management.
  • Strong understanding of KSA environmental laws, NCEC standards, local municipal regulations, and international sustainability best practices.

Required Skills

  • Ability to develop, implement, and audit environmental management plans effectively.
  • Proficiency in conducting thorough site inspections, risk assessments, and environmental monitoring.
  • Strong communication and liaison skills for interacting with environmental authorities, clients, and contractor teams.
  • Competence in overseeing waste management strategies and ensuring regulatory compliance.
  • Excellent report writing and presentation skills for compliance documentation and training.

Work Environment and Location

This is a full-time position based in Riyadh, Saudi Arabia. The role involves working on major civic supervision projects, requiring on-site presence and interaction with various stakeholders to ensure environmental standards are met.
