About the Role

Initial Facilities Management is seeking a Hard Services Manager for a full-time position in Riyadh, Saudi Arabia. This role is responsible for the comprehensive management, operation, maintenance, and compliance of all hard facility management (FM) services within a designated facility. The Manager ensures safe, efficient, and cost-effective facility operations while adhering to statutory regulations, company standards, and client requirements.

Operations and Maintenance Management

The Hard Services Manager oversees daily hard FM operations, ensuring the efficient and reliable functioning of all mechanical, electrical, and plumbing (MEP) systems, HVAC, fire and life safety systems, building fabric, elevators, generators, and other critical infrastructure. Key responsibilities include:

• Managing day-to-day hard facility management operations.
• Developing and implementing preventive and corrective maintenance programs.
• Monitoring building management systems (BMS) and critical equipment performance.
• Coordinating planned maintenance activities to minimize operational disruptions.
• Maintaining asset registers and equipment lifecycle records.
• Planning and overseeing maintenance schedules for HVAC, electrical, plumbing, and fire protection systems.
• Analyzing equipment performance and recommending improvements.
• Supporting energy management and sustainability initiatives.
• Conducting regular inspections to identify maintenance needs and risks.

Health, Safety, and Compliance

This role is critical in ensuring adherence to all relevant health, safety, and regulatory standards. Responsibilities include:

• Ensuring compliance with local regulations, building codes, and health and safety standards.
• Conducting risk assessments and safety audits.
• Ensuring proper implementation of Permit-to-Work (PTW) systems.
• Monitoring compliance with fire and life safety requirements.
• Investigating incidents and implementing corrective actions.

Contract and Stakeholder Management

The Manager will effectively manage external service providers and serve as a key liaison for hard services. This involves:

• Ensuring effective management of subcontractors and service providers.
• Managing contracts related to maintenance and technical services.
• Evaluating contractor performance against Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
• Verifying work completion and service quality.
• Supporting procurement activities for spare parts, equipment, and services.
• Serving as the primary point of contact for hard service-related matters.
• Providing technical advice and recommendations to management and clients.
• Preparing operational reports and performance dashboards.
• Participating in client meetings and facility inspections.

Team Leadership and Development

Leading a team of maintenance professionals, the Hard Services Manager is responsible for their performance and development. Key duties include:

• Supervising maintenance engineers, supervisors, and technicians.
• Allocating resources effectively to achieve operational objectives.
• Conducting performance evaluations and providing coaching.
• Promoting a culture of safety and continuous improvement.
• Supporting staff training and technical development.

Experience and Qualifications

Candidates for the Hard Services Manager position should possess the following:

• 5-10 years of experience in hard facilities management or a related technical field.
• Demonstrated expertise in managing MEP, HVAC, fire and life safety systems, and other critical building infrastructure.
• Strong understanding of statutory regulations, building codes, and health and safety standards.
• Proven ability to manage contracts, evaluate vendor performance, and lead technical teams.
