About the Role

Parsons Corporation is seeking a Health, Safety, and Environment (HSE) Manager to join its team in Riyadh, Saudi Arabia. This role is responsible for providing technical expertise and PMO-level oversight for the implementation of environmental and safety management processes across various project portfolios. Key Responsibilities

  • Monitor project safety and environmental performance, establish audit schedules, and conduct compliance inspections.
  • Implement Parsons-wide EHS policies, tools, and management plans, ensuring adherence to approved procedures in site operations.
  • Integrate EHS objectives within the PMO framework, aligning with program schedules, risk management, and resource allocation.
  • Develop long-term environmental strategies, management systems, and key performance indicators.
  • Plan and execute training, motivation, and competency development programs for site personnel.
  • Review and interpret environmental regulations, safety standards, and statutory requirements, providing expert assistance.
  • Supervise, train, and mentor EHS Officers and site team members.
  • Oversee coordination between the EHS team and other project functions, including engineering, construction, procurement, and contract management.
  • Manage incident reporting, lead causal analysis for investigations, and identify corrective or preventive actions.
  • Compile and disseminate EHS lessons learned across the operations team, PMO staff, and external contractors.
  • Review contractor-submitted EHS documentation, verify compliance, and support the closure of audit findings.
  • Coordinate and interface with corporate departments, client representatives, and contractor organizations on EHS matters.

Qualifications and Requirements

  • Bachelor's Degree in an engineering discipline from a Western university.
  • A minimum of 10 years of related EHS experience, including substantial supervisory, managerial, or program lead capacity.
  • Extensive experience managing all aspects of health, safety, and environmental systems within a PMO or large-scale facility environment.
  • Deep knowledge of environmental compliance tracking, waste management, sustainability practices, and ecological risk assessments.
  • Broad understanding of engineering and construction systems, industrial work processes, and project methods.
  • Proven ability to direct, mentor, and manage staff alongside day-to-day project activities to assure timely goal completion.
  • Strong written, verbal, public presentation, and interpersonal problem-solving skills for effective interaction with contractors and consultants.
