About the Role

Bechtel Corporation is seeking an HR Associate to join its team in Riyadh, Saudi Arabia. This full-time position requires 5-10 years of experience and involves performing a variety of HR support activities across recruitment, employee relations, learning and development, and government relations.

Project Context: King Salman International Airport

Bechtel has a long history of involvement in complex airport projects globally and within the GCC. Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services for the development of the King Salman International Airport in Riyadh. This state-of-the-art airport is designed to accommodate up to 120 million travelers by 2030 and 185 million by 2050, with a cargo capacity of million tons by 2050. The project includes three new terminals: Terminal 6 (a hyper-efficient low-cost carrier terminal of ≈450,000m2 with 20mppa capacity), the Iconic Terminal (a new concept terminal of ≈1M m2 with 40-45 mppa capacity), and a Private Aviation Terminal for VIPs and business jet passengers.

Key Responsibilities

  • Manage recruitment, mobilization, demobilization, and onboarding inductions for project personnel.
  • Attend and participate in regular project staffing calls, tracking progress and collaborating with stakeholders to meet mobilization deadlines.
  • Maintain personnel files and ensure SmartStaff records align with the approved deployment plan.
  • Provide advice and assistance to management and employees regarding company policies and procedures.
  • Ensure accurate interpretation of national and international assignment conditions for both local and expatriate project staff.
  • Maintain records for all travel, including mobilization, demobilization, emergency leave, and business travel.
  • Prepare and issue employment-related letters, such as contract letters, resignation letters, and assignment completion letters.
  • Collaborate with the SABCO Region & Country Team to ensure consistency and efficiency in HR operations.

Government Relations and Compliance

  • Track the issuance and renewals of iqama and exit/re-entry visas for project personnel.
  • Monitor and administer government portals, including the General Organization of Social Insurance (GOSI), Ministry of Human Resources and Social Development platforms (Qiwa and Muqeem), and the Ministry of Foreign Affairs (MOFA).
  • Support the registration of new joiners and leavers with GOSI, Qiwa, and Muqeem.

Learning and Development Support

  • Support Learning and Development (L&D) programs through coordination, data entry, reporting, tracking, and resource maintenance.
  • Provide general guidance on L&D programs to project staff.
  • Perform data analysis to support the development of talent metrics.
  • Administer a range of L&D programs, including pipeline development, onboarding, coaching, and mentoring initiatives.
  • Schedule workshops via the Learning Management System (LMS), coordinate course offerings, and provide onsite support during class times.
  • Update the LMS with course completions and other learning and user data.

Qualifications and Experience

Candidates for this role should possess 5-10 years of relevant experience in HR support functions, with a strong understanding of recruitment, employee relations, learning and development, and government relations processes. Familiarity with Saudi Arabian labor laws and government portals (GOSI, Qiwa, Muqeem, MOFA) is essential. The role requires strong organizational skills, attention to detail, and the ability to manage multiple tasks effectively within a dynamic project environment.
